Executive Summary: HRUCKUS is looking for experienced Subject Matter Experts to provide temporary staff support services to the DC Department of Health.

Position Description: The Subject Matter Expert (SME) confers with Department of Health administrations to define strategic goals and advise on business process reengineering. Responsibilities scale significantly with level, from providing core expertise in fiscal and procurement compliance (Level I), to consulting on complex issues and leading projects (Level II), to providing high-level functional systems analysis and advising on esoteric technical issues (Level III).

Position Responsibilities

  • Level I:
  • Advise in the reengineering of business processes to meet strategic goals.
  • Facilitate best practices for monitoring fiscal, programmatic, and procurement compliance.
  • Use proficiency in PASS, Microsoft Suite, and Database Analysis.
  • Utilize familiarity with DC Government purchase card programs and contracting/procurement rules.
  • Analyze requirements and recommend development or acquisition strategies.
  • Level II (includes Level I duties):
  • Provide expert knowledge and guidance to other team members and stakeholders.
  • Consult on complex issues and assist teams in solving complex problems.
  • Develop training materials, detailed manuals, and courses.
  • Lead or manage projects to ensure alignment with organizational goals.
  • Level III (includes Level I & II duties):
  • Provide advanced technical knowledge and analysis within a specific domain.
  • Focus on high-level functional systems analysis, design integration, and documentation.
  • Advise on complex implementation problems and apply industry methodologies.
  • Run program risk analysis for system performance and compliance posture.

Position Requirements

  • 7 to 15 years of experience as an SME in government finance, auditing, procurement, or a related field.
  • Proficient in using PASS, Microsoft Suite, and Database Analysis
  • Familiar with DC contracting and procurement rules and regulations.
  • Experience with high-level functional systems analysis, design, and integration (Level III).

  • Pay Range: $60.00 to $100.00 an hour
