Position Summary:
The Senior Programmer Analyst is responsible for designing, developing, and maintaining reports and Oracle-based applications to support HRSD’s Customer Care Center and jurisdiction partners.
This includes complex programming for financial and technical systems in a wastewater utility.
Education Requirements:
- Required: Bachelor’s degree in IT or related field, or equivalent combination of education, experience, and certifications.

- Education equivalency: Two years of professional experience for each year of education not completed.

Experience Requirements:
- Required: Minimum of 3 years as a programmer, with at least 2 years in enterprise software systems and financial report writing.

- Desired: Experience with Oracle software systems and understanding of best practices in systems software and database support.

Licenses and Certifications:
- Valid driver’s license from the state of residence.

Duties and Responsibilities:

Skills and Qualifications:
- Required: Authorization to work in the U.S., experience with SAP Crystal Reports, Business Objects, TOAD/SQL Developer, and strong PL/SQL development skills.

- Desired: Knowledge of Java, Groovy Scripting, XPath Scripting, HTML/XML coding, JavaScript, Oracle APEX, and Power BI development.

Physical and Mental Requirements:
- Physical dexterity, ability to manage multiple tasks, long periods of computer use, and ability to lift up to 20 lbs.
