What are the responsibilities and job description for the Business Process Engineer position at HRSD?
Under broad guidance, the Business Process Engineer leads the development of the Capital Improvement Program (CIP) and facilitates the interdepartmental CIP committee to guide project evaluation, prioritization, and recommendations for inclusion in the CIP. The Business Process Engineer also develops program metrics and project implementation policies and provides consolidated reporting to assist program leadership in meeting cost, schedule, and performance objectives.
Education Required
• Bachelor’s degree in Engineering, Construction Management, Project Management, or related field from an accredited university
Experience Required
• Minimum of 10 years of experience in capital project planning and project management roles, preferably in engineering, construction, or public utilities management
• Strong background in capital project planning, cash flow analysis, and performance monitoring
Position Duties and Responsibilities
• Drive the development of the Capital Improvement Plan (CIP) through cross-departmental collaboration, ensuring alignment with organizational goals and strategic priorities
• Support data-driven decision-making to prioritize and implement the most beneficial projects and develop and maintain metrics and KPIs to monitor CIP performance and implementation.
• Serve as resource for various stakeholders implementing the projects and managing business case analysis to identify capital projects
• Recommend improvements to CIP project prioritization processes and coordinate prioritization and scenario modeling to ensure the most beneficial projects advance for executive review and approval.
• Monitor and analyze individual project schedules and cash flows and coordinate preparing periodic reports and dashboards that highlight progress, trends, risks, and forecasts.
• Provide long-term strategic planning and implement innovative programs that strengthen financial outcomes and returns on investment, including developing methods to quantify savings from new practices.
• Communicate regularly with internal stakeholders and lead workshops during the CIP update process to support collaboration, transparency, and shared understanding of program initiatives.
• Support the tracking and reporting of capital program performance metrics, including cost, schedule, and earned value management, to provide actionable insights for decision-making.
• Contribute to the development and implementation of standardized processes, tools, and governance frameworks to enhance consistency and transparency in CIP preparation and capital project execution
• Monitor compliance with funding, regulatory, and reporting requirements across all capital projects to ensure adherence to organizational and external standards
