Job Summary
As a designated Move to Wellness (MTW) agency, the Hibbing Housing and Redevelopment Authority (HRA) has been entrusted by the federal government to create innovative new programs that help residents of our properties to reach their Empower goals and graduate from public housing. The EMPOWER program is open to all HRA residents and a lease requirement for some.
Reporting to the HRA's Executive Director, this position provides program oversight that ensures that the Empower program is able to operate to its full capacity. This includes developing working relationships and trust with HRA residents and resident associations, providing resources for residents, and working with a multi-disciplinary team to help program participants overcome barriers and achieve their self-investment and improvement goals.
This position will also work with the Executive Director and Operations Manager to assist in HR functions and agency planning.
Responsibilities
· Maintains in-depth knowledge of national program guidelines, requirements, and best practices.
· Develops a thorough knowledge of programs, regulations, and procedures of community service programs in the area along with general knowledge of the demographics of the service area.
· Develops collaborative relationships with community partners in order to provide appropriate referrals to community programs that support residents in overcoming barriers to goal achievement.
· Meets with eligible residents to familiarize them with program requirements; assists residents in setting self-investment goals.
· Provides a wide array of educational resources which include but are not limited to skills development, career planning, money management and health/wellness improvement.
· Identifies resident training and education needs; initiates and builds partnerships with community partners to develop needed training.
· Follows up with program participants and eligible residents on a regular basis to monitor their progress and compliance with all HRA self-improvement program requirements (including work requirements, educational, and health-related components).
· Solicits and secures funding sources for the Empower program.
· Advocates for residents’ successful achievement of self-investment goals.
· Provides leadership support for the Empower Service Coordinator including work direction, coaching, and performance management.
Required Qualifications
Education, credentials, and experience:
· Bachelor’s degree with coursework in social work or human services.
· 3-5 years’ experience in a Supervisory/Leadership role.
· 3-5 years’ experience working in a social work, human services, or a community organizing capacity.
· An equivalent combination of education and experience from which comparable knowledge and abilities can be acquired may be considered.
· Development of new services while promoting best practices to demonstrate annual outcome targets.
· Training in the following areas must be obtained within 6 months of hire:
- Trauma-informed care
- Harm-reduction
- Cultural responsiveness
- Substance Use
- Crisis intervention

Preferred Qualifications
Education, credentials, and experience:
· Licensed Clinical Social Worker (LCSW) preferred.
Knowledge, Skills, Abilities and Competencies:
· Trainer/Educator experience
· Three-years' experience in supervisory role
· Experience maintaining regulatory compliance with grants
· Previous experience in hiring, orientating, ongoing training and evaluating performance of staff
· Excellent observation, rapid assessment, and crisis management skills
Physical requirements and work environment
· The work is primarily or occasionally performed in an office environment with minor exposure to dust, dirt and conditions normally found on floor surfaces, desks, and furniture.
· The work is sedentary that primarily involves sitting or standing, often for prolonged periods
· This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing, walking, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
