Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Services (ITS)/ESS (enterprise Shared Services) division addresses all imaging initiative, workflow management systems, additions/modifications to current initiatives and post-implementations support. Enterprise Imaging is responsible for new development and change requests for systems supporting agency-wide scanning, uploading, committal, retrieval, viewing, sharing, printing, mailing, electronic document/content management, and digital forms. Further, the division is responsible for the customization and updates to exiting production systems based on program area’s continuous needs, as well as mayoral and legal mandates.
Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as Senior Developer, who will:
- Provide hands on coding, technical mentorship, and end to end deployment and support for mission critical Division of Enterprise Shared Services systems, focusing on refining and developing the Agency’s imaging application and web services.
- Provide development and enhancement support for ESS/Imaging applications using object oriented languages such as C# and .NET technologies including ADO.NET, ASP.NET, front end (angular) and the MVC framework. Contribute to the analysis, design, development, maintenance, and optimization of databases such as Oracle, SQL Server, and DB2 for both Windows and web based solutions.
- Assess, estimate, and recommend improvements to system architecture and infrastructure while adhering to strict SDLC standards and best practices.
- Ensure application security and compliance by implementing standards, controls, and quality assurance measures aligned with OTI Cyber and Information Security policies and procedures.
- Provide technical support to ITS developers, support teams, and end users for ESS applications and integrations such as MS InfoPath, Adobe AEM, IBM FileNet, USPS mail manager and agency in house solutions.
- Create and maintain technical documentation for system changes and enhancements by defining or revising specifications, programs, and operating procedures; assist in architecting complex, high volume, agency wide applications.
- Act as a temporary technical lead or supervisor when required, guiding and overseeing the technical team in the absence of the direct supervisor or project lead.

Minimum Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
- Microsoft .NET Technologies. (C#, VB.NET, ASP.NET, Web Forms, MVC, WCF, .NET Framework & CORE, Entity Framework 5.0 or greater). - AJAX, HTML 5, CSS and JavaScript, JQuery, AngularJS, Bootstrap Framework, MS Azure, DevOps. - Microsoft Visual Studio, Microsoft SQL Management Studio, Microsoft Reporting Services, Team Foundation Server, and Microsoft Visio. - XML and JSON data modeling schema. - Internet Information Server (IIS) in windows environment. - DevSecOps tools. - Enterprise Content Management (ECM) development is A . - Re-writing .net framework application to a new development platform. - Internal (code) documentation skills. - Strong Database knowledge (SQL, Oracle and DB2). - Ability to create tables, views, write queries and stored procedures. - Analyze query performances. - Understanding of both Software Development Life Cycle (SDLC) and Agile project. - Excellent communication and presentation skills, both verbal and written.
