APPLICANTS MUST BE PERMANENT IN ADMINISTRATIVE MANAGER CIVIL SERVICE TITLE

The Medical Assistance Program (MAP) administers Medicaid and related public health insurance programs, for the City of New York. Applying individuals and families are approved for eligibility against applicable Federal and State guidelines. Those found to be eligible can use coverage provided to access doctors, medication and other health care services at little or no cost.

The Out-Stationed Eligibility Division (OED) operates ten community offices across the five boroughs of New York City. These offices assist eligible residents with enrolling in public health insurance programs, primarily Medicaid.

Under the general direction of the Executive Director of the Centralized Applications Division, with wide latitude for the exercise of independent judgment and initiative, the Regional Director manages the operations of multiple community offices involved in the processing of applications and service requests for the Non-Modified Adjusted Gross Income (MAGI) consumers. Non-MAGI consumers qualify to apply for public health insurance directly with MAP.

The Medial Assistance Program (MAP), is recruiting for one (1) Administrative Manager NM-II, to function as the OED Regional Director for the Queens & Manhattan Community Offices, who will:



  • Oversee the operations of the day-to-day activities of the MAP Community Offices involved in determining eligibility for Medicaid. Ensures that the Community Offices adhere to agency protocols and complies with Federal, State and Local Laws and established timelines. Observes and reviews work output and results, activity reports and conducts group and one-on-one meetings, counseling and on the job training; monitors time and leave.

  • Direct the Community Office Site Manager in the proper operation of the office, such that services are provided to consumers based on State and Federal regulations. Manage the implementation and adherence to internal procedures, ensuring that unit the community offices comply with all regulatory and procedural guidelines; interprets, for site managers, departmental and other pertinent rules and regulations for unilateral application of procedures.

  • Responsible for the adherence to policies and procedures established to improve the effectiveness, efficiency and productivity of the Community Offices. Monitor staff activities and operations for uniformity and optimal efficiency. Maintains oversight and effective control of reporting systems that provide accurate and timely monitoring of performance.

  • Collaborate with the Director in establishing strategies, approaches and protocols for the implementation of the Program and other initiatives.

  • Interact with other HRA programs, New York State Department of Health (NYSDOH) and other agencies on issues related to consumers’ issues/concerns.

  • Provide Medicaid Offices’ statistical management reports to the Program Director. These reports identify deficiencies and provide information to assist management to plan strategies to improve productivity and enhance administrative processes.

  • Intercede to address and resolve complaints, issues and concerns submitted by consumers and government entities.

Minimum Qualifications



1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.



Preferred Skills


- Strong management and communication skills. - Experience leading teams/areas in excess of 100 staff members. - Understanding and knowledge of Medicaid and Medical insurance. - Requires traveling to the Site locations within the 5 Boroughs of NYC

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
