The Office of Performance Management and Data Analytics (OPMDA) is responsible for reporting and analyzing critical statistics and data on social service programs administered by NYC’s Human Resources Administration and the Department of Homeless Services and supporting these Agencies in meeting their mission of fighting poverty and homelessness to create better access to social services and public benefits. OPMDA supports data-driven management and decision making through the development of performance management systems that benchmark and measure operational processes and performance outcomes.
City Research Scientists serve as OPMDA’s primary point of contact with the agency’s program areas and are responsible for crafting reports that guide program areas by tracking achievement of program-level and agency-wide goals. Each oversees a portfolio of reports for specific program areas and ensures that agency managers stay informed through regular reporting. City Research Scientists are responsible for the creation of new reports, transforming administrative data into the indicators needed to manage, understanding and maintaining existing reports, and conducting ongoing ad hoc analyses.
OPMDA is recruiting for one (1) City Research Scientist-II to function as a Project Manager who will:
- Conduct analysis of large administrative datasets to inform operations and policy implementation; and analyses of legislative proposals, proposed budgets, policy initiatives and the corresponding impact on DSS’s programs.
- Collaborate with business analysts to support the technical programming and automation of new performance management reports and data analytics products. Incorporate feedback to continually improve reports and tailor to evolving business needs.
- Determine appropriate planning analyses and research projects to support and enhance agency and program initiatives. Identify relevant issues and/or projects conducive to research or evaluations which are designed to provide policy and programmatic alternatives for decision makers; conduct routine and advanced policy and program analyses based upon data techniques, and research methodologies
- Extract data from agency source systems, compile and organize data, develop applications, and automate reports in support of performance management reporting and development. Perform analysis and evaluation of new system requests or modified system requests by generating supporting data and data matches. Design and automate reports using Power BI; SQL; PL/SQL in Oracle; and MS SQL server.
- Support the technical aspects of analyses and research projects aimed at enhancing agency and program initiatives.
- Assignments of special projects as needed.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
- Knowledge of federal and state social service programs. - Familiarity with data analysis concepts and tools, such as SQL. - Excellent oral and written communication skills.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
