APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE

Adult Protective Services (APS), mandated by the State of New York, provides comprehensive social, legal, and protective services to adults aged 18 and older who, due to mental or physical impairments, are unable to meet essential needs such as food, shelter, clothing, and medical care, secure benefits or entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation. APS intervenes when individuals lack a responsible and able support system. Services aim to establish safeguards that stabilize health, safety, and financial conditions. Supports may include medical and psychiatric care, eviction prevention, financial management, home care services, legal assistance, and when necessary, institutional placement.

APS Units and Functions

Undercare Unit is responsible for the ongoing management and processing of APS client cases, including clients receiving Financial Management Services, individuals awaiting entitlements, and cases requiring ongoing APS monitoring. The unit implements service plans, arranges necessary services to mitigate risks, and conducts mandated monthly field visits (or more frequent when needed). It ensures timely verification of continued eligibility and regular service plan updates.

Assessment Unit conducts comprehensive assessments within 60 days of referral. Responsibilities include determining eligibility for APS services, developing initial service plans and identifying risk factors and service needs.

Eviction Unit operates under agreement with the NYC Department of Investigation Marshals Bureau. Responsibilities include conducting field visits for individuals/families facing imminent eviction, assessing Marshal referrals, developing emergency service plans for eligible cases, including EAA (Emergency Adult Assistance) grants, Heavy-duty cleanings via contracted vendors and ARTICLE 81 guardianship petitions coordinated through the office of Legal Affairs.

Preventive Services Program (PSP) monitors stabilized APS cases with community resource support. Responsibilities include field visits every four months or as needed, biannual recertification and maintaining ongoing service coordination.

Under the general direction of the APS Regional Director and with wide latitude for independent judgment the Director, Field Office (Queens) oversees, manages, and coordinates all administrative and programmatic functions related to APS services. This position ensures accurate and timely eligibility determinations and recertifications, timely processing of cases and service plans, effective implementation of State, City, and Agency policies, efficient and high-quality operations across all APS units. The Director is responsible for initiating, implementing, and monitoring corrective actions and maintaining an effective, well-coordinated borough office.

APS is requesting to recruit one (1) Administrative Director of Social Services NM II to function as Director, Field Office (Queens) who:

  • Direct overall operations for all APS services (Undercare, Assessment, Eviction, Preventive). Ensures efficient and effective delivery of APS services and manages borough-wide caseloads.

  • Provide directions to staff processing eligibility determinations and develops and implements tracking systems to ensure timely completion of assessments and service plans in compliance with State and Agency regulations.

  • Offer leadership to the Deputy Director, supervisors, and staff. Establishes performance standards and productivity goals. Initiates personnel actions to ensure effective office functioning.

  • Coordinate field office activities with other APS units and external agencies, including, Housing Preservation and Development (HPD), New York City Housing Authority (NYCHA), NYC Marshal’s Office, NYS Department of Health and Private and governmental social service providers

  • Oversee day-to-day functions of all field office staff and administrative operations.

  • Direct eviction prevention activities and coordinates APS service plans with key stakeholders such as HPD, NYCHA, NYC Department of Investigation, Housing Courts, and City Marshals.

  • Identify staff performance gaps and collaborates with the Director of Training to develop targeted training strategies.

  • Oversee preparation of statistical and operational reports for senior leadership and ensures accurate case tracking for timely and correct State reimbursement.

  • Analyze programs, policies, and reports to evaluate effectiveness and develops and recommends improvements to enhance operational efficiency.

  • Maintain cooperative relationships with public/private agencies, hospitals, and mental health organizations involved with APS clients.

  • Prepare responses to audits, studies, and surveys related to borough office operations.

Minimum Qualifications


1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.

Preferred Skills: - Demonstrate analytical and critical thinking skills with the ability to interpret complex contractual issues and implement effective, solutions-driven strategies. - Experience managing both human services and non–human services contracts across diverse program areas. - Skilled in proposal development, procurement processes, and vendor selection, ensuring compliance and optimal service delivery. - Experience in budget development, monitoring, and modification processes, with a strong focus on accuracy and fiscal responsibility. - Strong interpersonal skills with the ability to provide creative, effective leadership and to work independently or collaboratively to advance organizational goals. - Exceptional communication abilities, including clear, professional verbal, written, and presentation skills. - Adept at managing multiple priorities and performing effectively in fast-paced, high-volume environments. - Proficient in HRA contract systems, including PASSPORT, with the ability to quickly learn and navigate other agency-specific platforms.
