We are working with Delaware County who is seeking a ROCKSTAR Chief Human Resources Officer (CHRO) to join their team.

The CHRO is an executive leader responsible for driving the County’s HR strategy. This role partners with County leadership to align HR initiatives with organizational goals, oversee all HR functions, and lead strategic efforts that enhance workforce performance, compliance, and employee engagement.

Key Responsibilities

  • Lead the design, development, implementation, and ongoing management of all human resources functions across the County
  • Develop and execute the HR mission, vision, and strategic plan aligned with County priorities
  • Serve as a trusted advisor to senior leadership on all personnel-related matters
  • Oversee labor relations, including collective bargaining negotiations, contract administration, and grievance resolution
  • Design and evaluate compensation, benefits, recruitment, and training programs to attract and retain top talent
  • Ensure compliance with all applicable employment laws and regulations (EEO, ADA, FMLA, workplace safety, etc.)
  • Develop and implement HR policies, procedures, and best practices
  • Lead employee relations efforts, including investigations, accommodations, and leave management
  • Manage HR budgets and provide financial and operational recommendations to County leadership
  • Utilize data and analytics to inform decision-making and improve workforce outcomes
  • Lead organizational change initiatives and support departments through transitions
  • Build strong relationships with internal stakeholders, unions, and external partners

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required (Master’s preferred)
  • Minimum of 10 years of progressive HR leadership experience, ideally within government or a complex organization
  • Demonstrated experience in labor relations, including collective bargaining and contract negotiations
  • Strong knowledge of employment laws, compliance requirements, and HR best practices
  • Proven ability to lead strategic initiatives, manage change, and influence senior leadership
  • Experience managing budgets and aligning HR strategy with financial goals
  • Strong analytical, project management, and decision-making skills
  • Exceptional communication and interpersonal skills, with the ability to engage diverse stakeholders
  • Demonstrated leadership ability with a focus on team development and organizational effectiveness

Relocation costs may be offered.

Pay: From $132,000.00 per year
