POSITION SUMMARY:

This is a middle level position responsible for management of the administrative, financial, budgetary, customer service and personnel functions of the Bureau of Environmental Services. The position supervises clerical staff supporting these functions and reports directly to the Chief, Bureau of Environmental Services.

CLASS DESCRIPTION:

Performs intermediate professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administrative support of a functional program and professional level analysis and coordination of functional office programs and activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Works and cooperates with co-workers and supervisor at all levels.

Learns and performs all essential job functions accurately.

Provides support to the Bureau Chief by maintaining responsibility for Bureau administrative functions including budget preparation/projections, expenditure/revenue analysis, and personnel records and management/documents preparation.

Manages the collection, analysis and reporting of financial and operations data for waste export and transfer operations, and coordinates with involved parties.

Coordinates the work of clerical support staff including assignment of radio/phone coverage and leave use scheduling. Coordinates clerical work load scheduling/distribution with Division Chiefs and other project personnel. Holds regular staff meetings with support staff.

Develops and maintains, or oversees maintenance of, Bureau data bases related to employee training/certification, and related to Bureau operations (weigh systems, waste/recyclables quantities collected, landfill activity, etc.). Coordinates as necessary with other Bureau personnel (weigh masters, support staff, etc.) to ensure quality control and accuracy. Generates operational reports from the databases.

Oversees Administrative Support Technician III to ensure completion and proper processing of purchasing and personnel documents ( invoice payments, P.O. preparation, Personnel action forms, time sheets, etc.) and to assist with the resolution of related problems.

Gathers supporting information and prepares bid specifications for contract services.

Develops and implements special projects supporting Bureau operations as identified and assigned.

Prepares Bureau Operating Budget and is responsible for budget input into budget system and follow up revisions in conjunction with budget approval process. Develops and maintains statistics and documentation supporting the budget.

Coordinates with project managers in the preparation of the Capital Budget and is responsible for budget input into the budget system and follow up revisions in conjunction with the budget approval process.

Serves as a liaison with other administrative offices including Purchasing and Human Resources to coordinate actions and to resolve problems.

Develops, recommends, and implements procedures and policies related to administrative functions of the Bureau.

SUPERVISORY RESPONSIBILITIES:

Directly supervises a small clerical staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's Degree and two (2) years related experience and/or training or an equivalent combination of education and experience.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, toxic or caustic chemicals, and outside weather conditions. The noise level in the work environment is usually moderate.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Class C driver's license.
