CLASS DESCRIPTION:
Performs intermediate technical level licensing, inspections, and regulations support work under general supervision from a technical superior. Work includes performing specialized review services essential to the successful operation of the licenses and permits division; and the contracted residential waste hauler program.
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months*
This position requires operation of a County vehicle, which requires a valid driver’s license in good standing, as required by County and state law and regulations.
*Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.*
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.High school diploma, General Educational Development (GED) certificate, or a recognized equivalent high school credential accepted/recognized by the State of Maryland, and three (3) years related experience or equivalent combination of education and experience.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A valid driver's license.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Operations and Field Inspections:
- Inspects residential and County facility recycling, refuse, and yard waste collection operations.
- Inspects transfer and processing facilities receiving waste, recyclables, and yard waste.
- Inspects loads from County collection contractors to ensure compliance.
- Conducts audits of the number of dwellings served by contractors.
- Conducts surveillance of contractor operations to identify contract violations.
- Performs miscellaneous investigations related to waste and recyclables collection services.
Contract Oversight and Compliance:
- Oversee operations of collection contractors to ensure adherence to contract specifications.
- Enforces County laws, regulations, and rules related to recycling and refuse collections.
- Collects and disposes of refuse, recyclables, and yard waste when necessary to resolve complaints or correct contractor deficiencies.
Customer Service and Complaint Resolution:
- Receives and investigates complaints regarding recycling and refuse collection operations.
- Responds to and resolves complaints through personal contact.
- Maintains records of citizens' complaints and contractor responses.
Reporting and Recordkeeping:
- Prepares reports (hard copy and digital) related to inspections and complaint disposition.
- Maintains records and follow-up documentation using a computerized database system.
Other Duties:
- Performs other related duties as assigned.
