POSITION SUMMARY:
This is the central position with the Department of Public Works for the compilation of the capital budget on an annual basis. Other principal duties are in conjunction with the implementation of the capital budget as well as related administrative and operational responsibilities of the Director's Office.
Performs management and advanced level financial administrative work under general supervision from an administrative superior. Work includes planning, organizing, and supervising the activities of a major financial bureau or assisting in the operational and administrative management of the Budget office; resolving major program problems; and developing, evaluating and implementing financial and budgeting programs and procedures.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.Bachelor's Degree and six (6) years related experience or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Twelve (12) credits in accounting courses and experience with COGNOS or similar budget management program(s).

*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*
CLASS DESCRIPTION:Performs management and advanced level financial administrative work under general supervision from an administrative superior. Work includes planning, organizing, and supervising the activities of a major financial bureau or assisting in the operational and administrative management of the Budget office; resolving major program problems; and developing, evaluating and implementing financial and budgeting programs and procedures.
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months*
Principal role in the development of the annual capital budget.Capital Budget Development and Management:
- Preparing three consecutive capital budget documents prior to Council ratification and distribution.
- Reviewing capital budget requests for alignment with policy and management goals.
- Assisting in discussions related to capital funding sources and allocation limits.
- Operating the computerized capital budget system, including security, data availability, rollovers, and resolving system issues.
- Maintaining historical capital budget records, statistics, and documentation.
Agency Support and Coordination:
- Providing guidelines or assistance to County agencies and capital project managers for creating or editing requests or appropriation transfer documents.
- Coordinating department budget input efforts throughout all phases of capital budget development.
- Establishing and maintaining productive working relationships with departments, the revenue manager, and the Budget Administrator.
Data and Systems Management:
- Auditing input data for completeness and correct formatting.
- Maintaining working knowledge of computer systems, hardware, networks, and software (databases, spreadsheets, etc.) to support capital budget creation, analysis, and document editing.
- Assisting in evaluating, testing, and implementing new systems; providing recommendations for operational improvements.
Committee and Administrative Support:
- Serving as Secretary of the Consultant Selection Committee and other related committees or teams.
- Performing research, procedural analysis, and other related assignments as directed.
General Duties:
- Performing other related duties as assigned.
