Your role as a Homeless Street Outreach Specialist
The Outreach Specialist at Housing Solutions Tulsa plays a critical role within the Outreach division, dedicated to locating and supporting individuals experiencing unsheltered homelessness. This position involves actively reaching out to people residing in encampments and unsheltered locations, building rapport and conducting Coordinated Entry assessments to connect them with essential services. Funded through a SAMHSA grant, the Outreach Specialist's mission is to facilitate positive exits into shelter, temporary housing, and permanent placements, ensuring a person-centered approach to care.
This mobile role encompasses approximately 80% fieldwork, meeting clients and collaborating with partner agencies, while the remaining 20% involves on-site meetings. By employing Motivational Interviewing and Trauma-Informed Care, the Outreach Specialist reduces barriers to housing through document support and maintains accurate data in the Homeless Management Information System (HMIS). Establishing positive relationships with local shelters, mental health programs, and community service providers is crucial for securing safe housing and supportive services for those in need.

Strong written and verbal communication skills are vital for maintaining accurate client records and case notes, ensuring compliance with program and agency standards. A compassionate and empathetic demeanor, combined with the ability to build rapport, will empower the Outreach Specialist to support clients in securing housing stability and accessing necessary services.
Knowledge and skills required for the position are:
- Experience working or volunteering with persons experiencing homelessness or housing instability is strongly preferred.
- Possesses a valid Oklahoma driver's license, proof of insurance, and a clean driving record; and/or ability to commute using public transportation in combination with a valid driver's license and clean driving record.
- This position requires data entry in the local Homeless Management Information System (HMIS) database. Candidates must be eligible to obtain a license to use the local HMIS database and cannot have been permanently terminated from using the local HMIS database in the past.
- Strong written and verbal communication skills and ability to maintain client records and case notes in electronic database in accordance with program and agency standards.
