Job Overview
We are seeking a detail-oriented Inspector to join our team. The ideal candidate will play a crucial role in conducting all required inspections of housing units in the Authority's Section 8 program to ensure compliance with HUD's Housing Quality Standards (HQS). This position requires a strong understanding of federal, state and local laws, rules and regulations pertaining to Section 8 housing programs.

Responsibilities

  • Performs initial inspection of units for compliance with HQS. Advises owners/landlords and clients of results and encourages them to maintain units properly.
  • Makes rent reasonableness comparability analysis and recommends amount of initial contract rent and rent adjustments based on comparable unassisted housing. Performs client-complaint inspections. Advises parties of results and ensures actions are taken to comply with HQS.
  • Performs annual recertification inspection and move-in and move-out inspections. Advises parties of results and any repairs needed to be in compliance with HQS.
  • Advises owners/landlords of HQS deficiencies in units detected by inspections and negotiates compliance date.
  • Evaluates corrections of HQS deficiencies and authorized HAP payments.
  • Recommends abatement, detainment and termination of housing assistance payment contracts.
  • Conducts periodic training sessions for clients and owners/landlords.
  • Maintains controls and information for monitoring of housing inspection programs.
  • May perform clerical duties such as typing cover letters, operating copying machine, addressing envelopes and mailing information to owners/landlords and clients and maintaining files for all type inspections.
  • Processes rental renewal letters of recertification ninety (90) days prior to end of contract date.
  • Notifies clients and owners/landlords of rent approval or denial.
  • Requests and schedules appointment for inspections/re-inspections and prepares inspection form.
  • Handles documents on a variety of general, personal and technical topics of a highly confidential nature and maintains the confidentiality of all documents and information received by or in the possession of the employee.
  • Performs other duties as assigned.

Qualifications and knowledge:

  • High school graduate or GED and two (2) years experience in residential and multi-family building maintenance and inspections; or an equivalent combination of experience and education.
  • Completion of HUD Housing Quality Standard (HQS) Training required.
  • Comprehensive knowledge of: federal, state and local laws, rules and regulations pertaining to Section 8 housing programs and Authority policies and procedures on leased housing and HUD Housing Quality Standards (HQS) and inspection procedures.
  • Good knowledge of: the principles, practices and techniques of Section 8 housing management; private rental market, client rights and city code standards; basic arithmetic, business English and general office practices and procedures; building maintenance and construction methods and materials and the operation of peripherals, hardware and software packages.
  • Some knowledge of principles, practices and techniques of public leased housing management and basic bookkeeping practices.
  • Ability to: express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with other employees, owners/landlords, clients and other business contacts; deal effectively with situations requiring tact and diplomacy, yet firmness; communicate in English and Spanish (the latter is highly desirable); use math with speed and accuracy; prepare clear and concise narrative and statistical reports; maintain the confidentiality of the Authority’s operations and maintain records.
  • Skill in the operation of computer terminals, personal computers, other office equipment and inspection test equipment or instruments.
  • Bondable.
  • Valid Texas orNew Mexico (if the employee maintains residency in New Mexico) Driver’s License.
  • Eligible for coverage under Authority’s fleet auto insurance.

Supervision Received and Given:

The employee receives assignments and instructions from the Section 8 Inspector Supervisor. Work to be done is usually determined by existing procedures or may be specified by the supervisor. The employee performs routine daily tasks with minimal or no supervision. Situations not covered by instructions or procedures are usually referred to the supervisor for resolution. The employee's work is reviewed regularly for thoroughness, accuracy and compliance with inspection requirements.

The employee has no supervisory responsibilities.

Guidelines:

The employee performs routine duties by following housing inspection manuals and inspection checklists and leased housing manuals. These guidelines cover most job-related decisions. The employee consults the supervisor if guidelines do not cover a specific situation. Independent judgment is occasionally required.

Complexity:

Work performed by the employee is repetitive and mostly routine in nature. Work to be performed is easily determined, but above average technical and communication skills are required to accomplish tasks. The employee routinely plans, coordinates and performs the work. The employee must be sensitive and objective in dealing with owner/landlord and client interactions and resolving problems.

Scope and Effect:

The employee's work affects a significant portion of the units in the Authority’s housing programs and the clients and owners/landlords. Thorough, effective and accurate inspections ensure that residents are provided housing that is decent, safe, sanitary and affordable and that owners/landlords are adequately compensated.

Personal Contacts:

The employee's contacts are primarily with housing owners/landlords and clients. Such contacts require the ability to establish and maintain good working relationships on a long-term basis. The purpose of such contacts is to provide information, guidance and assistance, in maintaining dwellings that are decent, safe, sanitary and affordable.

Physical Demands:

Work is performed both in-office and on-site and involves physical exertion during the inspection of units and sites, including climbing stairs and ladders, walking across roofs, crawling into attics or basements and examining plumbing, electrical, heating and air conditioning systems, facilities and equipment. Employee may get eyestrain from working with computers and other office equipment.

Work Environment:

Work involves the normal risks or discomforts associated with an office environment and visits to outdoor developments, sites, dwellings or facilities, confrontations with clients and negotiations with housing owners, landlords, managers and agents. Travel is required to sites and may involve adverse weather and road conditions.

Hours of Work:

Normally the employee works Monday through Friday. However, HACEP work hours can range from 6:00 a.m. to 8:00 p.m. Monday through Saturday. Due to the necessity of attending meetings or other assignments, the employee may be required to work in the evenings and on weekends.
