Job Summary
The Assistant Property Manager supports property management operations by providing oversight of key processes, including leasing, occupancy, compliance, and resident relations. Works closely with the property manager to ensure smooth daily operations and adherence to housing policies and regulations. Exercises independent judgment in resolving resident concerns, enforcing lease agreements, and ensuring compliance with housing regulations. Coordinates with the property manager to implement property policies, monitor financial performance, and address operational challenges.
Supervisory Responsibilities:
- Assists the Property Manager with coordinating the activities of staff and contract employees and may serve as the point of contact in the absence of the Property Manager.
- Assists with creating a work environment in which staff have the support and training to excel.
Duties/Responsibilities:
- Assists with ensuring all units are operating in accordance with the Housing Authority of St. Louis County (County Housing) and HUD’s policies.
- Reports on the property’s financial status, occupancy, and expiring leases to the Director, Housing, Assistant Director, Housing, and Property Manager.
- Collaborates with maintenance teams to ensure the property integrity is maintained and urgent maintenance issues impacting residents are addressed.
- Meets with potential residents, shows the property, and assesses their applications in accordance with anti-discrimination and fair housing laws.
- Participates in the tenant selection process by adhering to established policies and regulations.
- Assists with the administration of lease agreements and rental collections, and ensures residents and families are aware of the regulations governing public housing.
- Collaborates with the Property Manager to assist residents gain their independence.
- Along with the Property Manager, ensures the maximum occupancy of rental units.
- Investigates and resolves property complaints and rental violations.
- Performs other duties as assigned.
Required Skills/Abilities:
- Excellent verbal and written communication skills.
- Strong supervisory and leadership skills, with ability to train others.
- Excellent interpersonal and customer service skills.
- Basic understanding of the materials, methods, and tools used to construct and repair buildings and infrastructure of properties.
- Understanding of laws, guidelines, and best practices of Housing Authority Property Management.
- Proficient with Microsoft Office Suite or related software.
- Effective problem-solving and decision-making abilities.
- Commitment to fairness, equity, and community development in public housing.
Education and Experience:
High school diploma or equivalent.
1 year of related experience required.
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 30 pounds at times.
- May have to bend, reach, crawl, step, sit, and walk as visits to property sites may be required.
