Under general supervision coordinate activities of an assigned program(s); assisting manager in the development and implementation of assigned special programs by formulating program goals; establishing procedures, developing supporting documentation and managing a complex program; monitor program for compliance to local, state and federal regulations; monitor program schedules and deadlines; provide liaison between other departments, outside agencies, residents, etc.; prepare various reports and correspondence; Supervise assigned staff, as required. Perform other related duties as assigned.
- Plan, organize, monitor, coordinate and manage the operations of assigned program(s).
- Research and analyze data concerning costs, feasibility, etc. for assigned special programs and make recommendations as appropriate.
- Develop and maintain computer based record keeping systems in support of program objectives.
- Provide input to overall department budget preparation and monitoring of budget effectiveness. Develop, establish and maintain the budget for assigned specific program(s) including appropriate usage of fund allocations.
- Assist manager in the development and implementation of assigned special programs by formulating program goals and establishing procedures and developing supporting documentation.
- Monitor program for compliance to local, state and federal regulations and recommend changes as appropriate. Remain apprised of all applicable laws and regulatory requirements.
- Monitors program schedules and deadlines, provides liaison support between other departments, outside agencies, residents, etc.
- Prepares complex reports and various correspondence.
- May supervise assigned staff, as required.
Knowledge, Skills and Abilities: Knowledge of the function and scope of assigned special program(s); principles, practices, procedures and methods of office management and complex program management; principles and practices of budget preparation and control; Housing Authority organization, operation, policies and objectives; research techniques; oral and written communication
skills; applicable sections of federal, state and local laws and codes; technical aspects of field of specialty.Ability to develop, manage and implement an effective assigned program; prepare clear, concise, logical oral and written complex reports; make prompt and accurate decisions; deal tactfully and effectively with employees, representatives of other governmental bodies and the public; work independently with little direction; establish and maintain effective working relationships with others; effectively supervise others; meet schedules and time lines; research data and prepare reports; communicate effectively both orally and in writing; work confidentially with discretion; present ideas and concepts persuasively; interpret, apply and explain laws, codes, regulations, policies.
Minimum Qualifications: Any combination equivalent to: a bachelor's degree or equivalent years of experience in a related field and three years of progressively responsible professional experience in the direct administration of a special service program.
Special Requirement: Must possess a valid California Class 'C' Driver's License.Applications will be reviewed for relevant experience, education and training.
