What are the responsibilities and job description for the Housing Voucher Technician position at Housing Authority of the City of Fountain Colorado?
The Fountain Housing Authority (FHA) is seeking a detail‑oriented, customer‑focused Housing Choice Voucher (HCV) Technician to support the daily operations of our Section 8 Program. This role is ideal for someone who enjoys administrative work, helping families, and working in a compliance‑driven environment. The Technician also serves as a backup HQS/NSPIRE inspector when the primary inspector is unavailable.
Key Responsibilities
- Process applicant and participant files, including intake, eligibility, annual and interim reexaminations, and rent calculations.
- Maintain accurate case files and ensure compliance with HUD regulations and PHA policies.
- Provide excellent customer service to applicants, participants, and landlords.
- Prepare notices, HAP contracts, rent change letters, and required documentation.
- Coordinate inspections, track deficiencies, and enter inspection results.
- Conduct HQS/NSPIRE inspections and field inspections when the primary inspector is unavailable, including initial, annual, and special inspections.
- Assist with rent reasonableness, EIV discrepancy resolution, and SEMAP compliance tasks.
- Support landlord onboarding and program education.
- Maintain accurate logs, spreadsheets, and tracking tools.
- Participate in staff meetings, trainings, and HUD certification courses.
Minimum Qualifications
- High school diploma or GED required; associate degree preferred.
- Experience in housing programs, apartment management, assisted living unit administrative management, social services, case management, inspections, or administrative work.
- Ability to obtain HUD certifications (HCV Specialist) within 90 days of hire.
- Valid Colorado driver’s license and ability to travel locally for inspections.
Preferred Qualifications
- Associates Degree preferred -OR- At least 5 years’ experience in Public or HUD Housing or Apartment management or a combination of both education and related work experience
- Prior experience in a Public Housing Authority or HUD‑funded program strongly preferred.
- Minimum 1 year Experience with income verification, rent comparables, case management, or regulatory and confidential documentation.
- Minimum 1 year of leasing and apartment/senior housing administrative support
- Prior HQS/NSPIRE inspection experience strongly preferred.
