Job Summary: The Director of Maintenance provides strategic and operational leadership for the Authority's maintenance operations, ensuring safe, efficient, and cost-effective maintenance of all HACE properties. Reporting to the Deputy Executive Director, this position oversees maintenance staff, budgets, preventive maintenance, contractor performance, regulatory compliance, and capital planning while working collaboratively with other departments to support quality housing.


Responsibilities:

  • Direct the day-to-day operations of the Maintenance Department while developing department goals, performance standards, and maintenance strategies.
  • Plan, organize, and oversee preventive, routine, and emergency maintenance programs to ensure safe, efficient, and well-maintained properties.
  • Develop, administer, and monitor the department operating budget, maintenance inventory, and capital replacement planning while identifying cost-saving opportunities.
  • Develop and maintain a preventative maintenance program to proactively address potential issues and extend the lifespan of equipment and facilities.
  • Oversee work order management, quality control, inspections, and NSPIRE readiness to ensure compliance with HUD and applicable federal, state, and local regulations.
  • Participates in the development of scopes of work, requests for proposals (RFP’s), invitations for bids (IFB’s), and requests for quotations (RFQ’s).
  • Oversee work order management, maintenance records, inspections, quality control, and NSPIRE readiness using CMMS and other documentation systems.
  • Manage the procurement of necessary supplies, tools, and equipment required for maintenance operations, ensuring cost-effective and timely acquisition.
  • Monitor and manage contractor and vendor performance, including maintenance agreements and service contracts, to ensure compliance and satisfactory results.
  • Ensure departmental compliance with all applicable HUD, federal, state, and local regulations governing maintenance, workplace safety, and public housing operations.


Qualifications:

  • Valid driver's license and ability to travel between properties as required.
  • Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, Public Administration, or a related field preferred.
  • Seven (7) years of progressively responsible maintenance management experience, including at least five (5) years supervising maintenance personnel across multiple residential or commercial properties.
  • Public housing or affordable housing experience preferred
  • Strong knowledge of building systems, including HVAC, plumbing, electrical, and general carpentry.
  • Familiarity with relevant local, state, and federal regulations governing maintenance operations.
  • Excellent problem-solving and decision-making skills, with the ability to handle multiple priorities and adapt to changing circumstances.
  • Effective communication and interpersonal skills to interact with residents, contractors, vendors, and colleagues at all levels.
  • Ability to enforce existing union agreements at his/her level.
  • Ability to prepare costs estimates for material and required personnel.
  • Proficient computer skills, including experience with maintenance management software or computerized maintenance management systems (CMMS).


Salary : $125,000 - $140,000
