POSITION SUMMARY:

This position is responsible for designing, planning, developing, implementing and managing programs for residents dealing with education, employment, services, economic development, health and activities that will enhance the social and economic welfare of residents and bring about self-sufficiency. This position is expected to be able to research and develop grant opportunities to enhance program feasibility and sustainability.

Also responsible for development, implementation, and management of all resident related programs. Requires working and communicating with site managers and community agencies in the delivery of services to residents.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Supervise department staff, resident stipend workers, interns and volunteers.

2. Oversee day-to-day department operations, annual budget and all schedules pertaining to outreach efforts and program delivery for adults, youth and elderly/disabled residents. Enforce HUD rules and regulations.

3. Hire, train, evaluate, and supervise direct reports. Collaborate with HR Manager to develop job descriptions, offers, staff scheduling, and wage rates of all department staff. Responsible for the training and development of direct reports. Conduct performance reviews as required. All staff should attend 2 professional development activities annually pending funding Review resident files of direct reports on a quarterly basis. (electronic and hard copy.)

4. Analyze demographic data, survey responses, and focus group findings to effectively tailor marketing communications and programs to residents.

5. Coordinate two sessions of the SEED (Skill Enhancement & Educational Development) program annually. This may include curriculum development, instruction, and the development of job training opportunities with employers. Goal: 8-10 residents will complete the program per semester.

6. Collaborate with after – school providers, summer camp providers, employers, youth literacy providers and youth leadership program providers to offer enrichment experiences to youth ages 0-24.

7. Research federal and private grant opportunities on an on-going basis. Apply for at least 2-3 grants/year to generate an average of $100,000 annually for department operations.

8. Collaborate with social service and public health agencies, adult education and cultural institutions, employers, job training entities, and youth literacy initiatives to provide programs, activities and events that enrich the lives of residents. This may require establishing service agreements and memos of understanding to facilitate services and overseeing the accuracy and quality of reporting and invoicing.

9. Collect, maintain and report data relative to required federal and private grant outcomes.

10. Attend department, agency and professional meetings as required. Participate in two training programs annually pending funding availability.

11. Assist in the planning and execution of goals, programs and events of the Resident Councils. Evaluate Council finances and assist in budget creation. Oversee the election process and the training of officers. Coordinate stipend payments to officers. Serve as liaison and report concerns, issues and incidents to the Deputy Director.

12. Oversee scheduling and maintenance of department vehicle fleet.

13. Notify appropriate social agency, law enforcement or Authority personnel if there is a reason to believe an unlawful act has been committed or an emergency situation exists. Notify the Housing Manager(s) if knowledgeable of violation to lease agreement.

14. Perform other duties as assigned by the Executive Director and/or Deputy Director.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

1. Extensive knowledge of the social and economic factors affecting human behavior.

2. Thorough grasp of the issues affecting low-income families.

3. Skills in tactful and fair judgment in working with residents and in effecting solutions to complex personal and family problems.

4. Ability to demonstrate an understanding of cultural diversity and equal opportunities.

5. Ability to motivate people with diverse interests to work in partnership and collaboration.

6. Ability to work collaboratively with other departments, agencies, individuals, groups, schools and city governments.

7. Excellent knowledge of community resources.

8. Good communication skills, both oral and written.

9. Ability to receive and handle information in a confidential manner.

10. Effective organizational skills and ability to carry out financial and administrative duties.

11. Willingness to work flexible hours, some evenings, and occasional weekends.

MINIMUM EDUCATION AND EXPERIENCE:

1. Bachelor’s degree, Master’s degree preferred, from an accredited institution, in Social Work, Business Administration, Public Administration, Social Sciences or a related field.

2. Five or more years of experience in organizations with social and community-oriented services and working with disadvantaged individuals and groups.

3. Experience in project management, involving multiple partners and budgets.

4. Ability to use own initiative to manage and prioritize time and work effectively.

5. Effective organizational skills and ability to carry out financial and administration procedures.

6. Working knowledge of federal and private grant programs.

7. Intermediate computer skills and working knowledge of Microsoft software applications.

8. Must have a valid vehicle operator’s license.
