Position Summary
Under direct supervision, performs responsible analytical and administrative work in support of the Housing Choice Voucher Program (HCVP). Plans, examines, analyzes, and evaluates Section 8 systems, procedures, and operations. Collects and analyzes data to create reports that support departmental operations. Reports findings and recommends improvements where appropriate. Performance of duties requires the ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD. Strong analytical skills required.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Evaluates and analyzes various program operations. Examines existing program operations, procedures, and workflow in a variety of program areas.
- Identifies information gaps and/or deficiencies and prepares comprehensive written reports; Summarizes findings and makes recommendations to increase efficiency and effectiveness.
- Resolves problems with program operations. Reports ongoing systematic problems that interfere with the quality of customer service to management.
- Ensures data accuracy and integrity through validation, reconciliation, and quality checks.
- Monitors service area output; Records individual production; Creates reports to measure productivity, goal achievement, and regulatory compliance.
- Identifies workflow problems and inconsistencies and proposes changes to achieve efficiency. Research the impact of proposed changes and revise workflow procedures.
- Observes day-to-day problems in the assigned service area and provides input to the supervisor.
- Attends meetings to provide technical input. Participates in systematic problem-solving.
- Gathers data for quality control reviews, internal and external audits, and ensures that corrective actions are taken.
- Monitors current events, policy changes, and regulatory developments that may affect the Housing Choice Voucher Program (HCVP); communicates impacts to agency leadership and program areas and advises on needed adjustments.
- Performs other duties as assigned.
Minimum Education, Training, and/or Experience
Bachelor’s Degree in business, social services, education, or related field(s). A minimum of one (1) year of experience in administrative work involving analysis of data and preparation of various reports and correspondence, preferably involving considerable public contact. An equivalent combination of education, training, and experience may be considered.
Other Requirements:
- Availability to work some evenings and weekends as needed.
- Successful completion of a prescreening investigation, including verification of employment history and education credentials.
- A 6-month probationary period applies to this full-time permanent position.
