Job Description:
Housing Authority City of Madera is seeking Inspectors to join our team in Madera, CA. We are looking for individuals who are self-motivated, detail oriented, and willing to learn. This position requires the ability to work independently and as part of a team. We are looking for candidates with a positive attitude, excellent communication skills, and a willingness to learn.
DEFINITION: Under direction, performs a variety of specialized inspection and follow-up activities in units under Housing Authority programs to ensure safe, decent and sanitary conditions; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; provides technical staff advice and assistance to the program administration; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS: The Housing Inspector is the journey level classification responsible for the inspection and enforcement of federal, state and local housing regulations and standards. This class is distinguished from the Housing Inspection Technician classification by the performance of inspection and administrative duties primarily related to HUD Section 8 housing programs.
SUPERVISION RECEIVED/EXERCISED: Receives direction from the Housing Compliance Manager Incumbents of this class do not routinely exercise supervision.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
- Enforces HUD Section 8 Housing Quality Standards; inspects building conditions of occupied and unoccupied subsidized housing facilities to determine compliance with safety regulations and building codes; issues certificates of compliance; cooperates with fire and health inspectors in joint inspections when necessary; demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.
- Performs initial, annual, special, move-out and verification inspections; schedules and performs quality control inspections, assesses the findings and completes quality control charts; maintains and keeps records of inspections, follow-ups and tenant-owner information.
- Prepares and submits status reports, memos and correspondence on housing unit conditions; performs “fair market” rent surveys; completes certificate for rent reasonableness on all initials, annuals and requests for rent adjustment; determines rents in new contracts, rent increases and costs related to necessary repair work; performs utility allowances.
- Works closely with property owners and tenants regarding building conditions, inspections, repairs and damage; addresses and follows-up on tenant and landlord complaints; completes damage claims on vacant units and assesses damage costs; explains and enforces federal, state and local regulations and standards; assists in resolving landlord-tenant disputes.
- Establishes positive working relationships with representatives of community organizations, other governmental agencies, Authority management and staff, clients and the public.
WORKING CONDITIONS
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment, and acute hearing is required when providing phone and face-to-face service. Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, and crawl under buildings or into confined spaces. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.
QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)
Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Housing Inspector. A typical way of obtaining the required qualifications is to possess the equivalent of three years of increasingly responsible experience in the building trades or housing inspection, and a high school diploma.
License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license and ability to meet insurability requirements of the company providing automobile insurance to the Housing Authority.

Knowledge of: Housing Quality Standards set by federal, state and local agencies; rules and regulations governing Section 8 housing; methods and techniques for conducting inspections; methods, procedures, techniques, materials and supplies used in the construction, modification, inspection and repair of residential buildings and related facilities; acceptable health, safety and fire standards related to building construction; basic Uniform Building Codes for electrical, plumbing, structural and other pertinent codes, ordinances, rules and regulations governing housing rehabilitation and construction; modern office procedures, methods and equipment, including a computer and applicable software; principles and procedures of record keeping; occupational hazards and standard safety procedures.
Ability to: Perform a variety of inspection duties relating to housing; provide technical information to tenants, property owners and the general public regarding building construction techniques, materials, and pertinent codes and regulations; read and interpret complex plans and specifications; detect defects and faults in construction workmanship and materials; determine methods and materials used to repair and correct damaged residential property; maintain accurate and up-to-date records and statistical information; exercise sound independent judgment; collect, compile, analyze and interpret statistical, arithmetic and financial data; conduct market surveys and compile and evaluate information; develop collaborative approaches to resolve problems and issues; properly interpret and make decisions and recommendations in accordance with laws, regulations and policies; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.
Skill to: Operate an office computer and a variety of word processing and software applications; operate a handheld computer and applicable software; safely and effectively operate a variety of inspection tools and equipment.
