Position Summary

The Resident Opportunity and Self-Sufficiency (ROSS) Coordinator position is responsible for planning, developing, implementing, coordinating, and overseeing programs, events, and activities designed to provide a complete package of services to increase the self-sufficiency of low-income families living at our public housing authority and thereby reduce their need for subsidized programs and services. This includes conducting community outreach, assessing individual and community needs, and providing resources and community connections to assist residents of public housing with challenges and barriers. Empowerment activities are provided that enable families to increase their income, reduce welfare assistance, and help them become more economically self-sufficient. Assistance is also provided to improve the living conditions for the elderly or people with disabilities so they can age in place. 

All activities must support the organization’s mission, strategic goals, and objectives.


Essential Duties and Responsibilities 

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Responsible for developing, implementing, coordinating, and monitoring programs which meet ROSS requirements and initiatives such as housekeeping, family, youth, senior, and disability programming, to include, but not limited to, Community Outreach, Volunteer Recruitment, facilitating the meetings for and expanding the Program Coordinating Committee (PCC).
  • Plans. develops, and monitors goals and objectives of the ROSS program by collecting, analyzing, and reporting data on the performance of the Authority's ROSS program activities.
  • Provides ongoing coaching and case management, planning, coordination, and delivery of services for all residents.  
  • Ensures proper recruitment of individuals and families for ROSS programs, to achieve department goals and objectives, and assist each program participant in the steps needed to achieve self-sufficiency. This includes interviews, conducting needs assessments, developing action plans, and referrals. compiling case notes, outcome tracking. resident participation tracking.
  • Identifies obstacles faced by ROSS participants and residents; coordinates with service providers to offer various programs, resources, and events that will enhance residents’ quality of life and ability to enter the workforce, including but not limited to adult basic education, GED attainment, budgeting and finances, parenting, youth programs, health awareness, and homeownership.
  • Communicates with all parties (Housing Authority staff, residents, and service providers) to provide updated program information and receive related feedback.
  • Represents the Housing Authority in the community. serving on boards or committees, as well as attending and supporting community functions.
  • Assists with the coordination of on and off-site events for residents and supports the Resident Association officers in their efforts to improve community conditions.
  • Maintains awareness of social and welfare services. new legislation, development. and trends relevant to the field of community and resident services.  
  • Performs other duties as assigned.


Minimum Education, Training, and/or Experience

Bachelor’s degree in human services or related field and three (3) years of direct service experience preferred.  Documented training combined with a passion for helping the economically disadvantaged in our community.  Ability to interact with persons from diverse backgrounds.  


Special Requirements

  • Possession of a valid Maryland driver's license. 
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.


Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.

Salary : $50,957 - $59,950
