Position Summary

The primary purpose of this position is to assist residents in achieving better practices to maintain sanitary conditions within their respective units.  Conducts post-move-in inspections and educates the residents on poor housekeeping standards. Guides and directs residents to take corrective actions and maintain sanitary conditions within the units. 

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Essential Duties and Responsibilities 

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Schedules appointments to conduct a home visit to assess tenants' living conditions and determine the length of time that the issue may be resolved, when a referral has been made
  • Creates an Individual Service Plan (ISP) and issues a written notice of the outcome 
  • Monitors the compliance of the ISP until such time that the ISP has been completed or the resident stops complying with the activities of the ISP. 
  • Coordinates with ORS Service Coordinator and or engages in supportive services through public and private entities to provide remedial assistance.  
  • Documents all outcomes in the Tenant’s account in the computer software (Elite).
  • Schedules and conducts home visits to assess all new admissions within 90 days of their move-in.
  • Works with the Extermination department and Maintenance when issues are found that need to be addressed to assist the resident in being compliant with the Housekeeping policy. 
  • Attends Tenant Readiness Training 
  • Performs other duties as assigned.

 

Minimum Education, Training, and/or Experience

An associate degree in business administration, social work, or a related field is required.  Bachelor’s degree in business administration, social work, or a related field preferred. A minimum of two (2) years of experience in public housing and or residential services is required.

An equivalent combination of education, training, and experience may be considered.


Special Requirements

  • Possession of a valid Maryland driver's license. 
  • Must be able to be covered under the Authority's vehicle insurance policy.


Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • Must not engage in private real estate business.
  • A 6-month probationary period applies to this full-time permanent position.

All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated before the date of hire.


FOR INTERNAL CANDIDATES ONLY: Current HABC employees who are on probation, whether due to initial new hire status (6 months) or promotion (3 months), will have the opportunity to apply for other roles within HABC once their probationary period is completed. This allows time for growth, development, and the demonstration of their skills and commitment, paving the way for new opportunities within the organization.

Please refer to the Manual of Personnel Policies or the applicable Collective Bargaining Agreement for additional information regarding the disciplinary process.
