Social Enterprise Manager 

ABOUT THE ORGANIZATION

Founded in 1971, the Housing Assistance Council (HAC) is a national nonprofit and a certified community development financial institution dedicated to helping local rural organizations build affordable homes by providing below-market financing, technical assistance, training, research, and information services. HAC’s mission is to improve housing conditions for the rural poor, with an emphasis on the poorest of the poor in the most rural places, particularly regions and populations with high needs: Native American communities, the Mississippi Delta, farmworkers, the southwest border colonias, and Appalachia.

 

POSITION SUMMARY 

The Social Enterprise Manager plays a key role in positioning the Housing Assistance Council (HAC) for earned revenue opportunities that align with our mission. The Social Enterprise Manager will work with executive leadership, department leads, and internal subject matter experts to identify and evaluate business opportunities, Requests for Proposal (RFPs), consulting opportunities, collaborate with internal teams to help develop compelling plans and proposals, and help market HAC’s products and services. The Social Enterprise Manager ensures HAC is well-positioned to pursue relevant opportunities and supports program staff’s implementation of revenue-generating opportunities. 

The ideal candidate is entrepreneurial, focused on making positive social change and able to apply business acumen to improve real world conditions. Success will be measured in both social impact and revenue generated. 

 

PRIMARY RESPONSIBILITIES 

Opportunity Identification & Analysis

 

  • Develops and implements an effective strategy to market HAC’s current capabilities for earned revenue opportunities, including online marketing, in-person events, and direct outreach. 
  • Represents and markets HAC’s capabilities at industry events. 
  • Monitors and assesses RFP and consulting opportunities relevant to HAC’s mission and work areas. 
  • Maintains a shared RFP and consulting opportunity pipeline and calendar in coordination with the Resource Development Manager and Department Directors. 
  • Works with lending, policy, research, training and finance teams to develop all requested documents and materials in response to relevant RFP's and consulting opportunities. 
  • Identifies and analyzes new social impact initiatives, business models, and strategic partnerships.
  • Develops internal briefings or opportunity memos summarizing key requirements, suitability, and strategic considerations. 
  • Collaborates with internal teams to ensures readiness for new or upcoming scopes of work (e.g., staffing plans, partner roles, data needs). 
  • Participates in internal planning meetings and cross-departmental discussions to support coordinated pursuit of proposed scopes of work. 
  • Works closely with program leads to ensure planned deliverables and outputs are clear, achievable, and measurable. 

Internal Knowledge Management 

  • Track lessons learned from past or current earned income efforts and share insights to inform future strategies. 
  • Maintain and update relevant narratives, data points, and organizational language to support timely proposal development.
  • Support cross-team learning by summarizing key trends in funding, business and sector priorities.

 

QUALIFICATIONS

  • 10 years of experience or bachelor’s degree in business, marketing, nonprofit management, planning, or a related field; master’s degree preferred.
  • 10 years of experience in social enterprise initiatives, program development, strategic planning, or a similar role—preferably in housing or community development.
  • Strong understanding of non-profit finance ecosystems, particularly in affordable housing, rural development, or community finance.
  • Excellent written and analytical skills; ability to synthesize information and communicate clearly.
  • Proven ability to work collaboratively across departments and manager multiple priorities. 
  • Entrepreneurial and innovative approach to tasks
  • Creative thinker with a passion for problem-solving. 

 

COMPENSATION AND BENEFITS

HAC offers competitive wages, benefits, and growth opportunities consistent with industry standards. Flexible benefits packages include health insurance; life and other insurance; financial benefits, to include a retirement plan with partial employer match; time off; and work/life benefits, to include education assistance. Salary range is $90,000 to $100,000 per year, depending on qualifications.
