HSI is a nonprofit that has been serving special need populations for over 35 years. Our mission is to end the cycle of homelessness permanently by providing safe, nurturing, and empowering environments with high quality on-site services. The Bedford is a 13-story building, offering a mix of supportive, AIRS (seniors) and affordable family housing. Designed to achieve LEED Platinum, this transit-oriented development (subway lines D/B are within 100 feet and the 4 train is only a few short blocks away) and includes two green roofs, a learning center, library/family recreation room, community room, bike room, backyard, and 11th floor terrace.
The Bedford has a social service team of four full time staff including MSW’s and BA level Case Managers, daily socialization programming, entitlement/leasing support staff, on-site psychiatric care, 24-hour front desk staff, a live in superintendent and a full maintenance team. The Program Manager oversees all social service/programmatic aspects of the supportive housing program, including staff oversight, service provision, and contract management. There are 108 units, 66 of which are funded by DOHMH. Caseloads are 15:1 ratio between tenants and case managers.

Detailed Responsibilities:
-Provide supervision and training to social service staff to ensure that agency and department goals are communicated effectively, job performance is continuously evaluated, and agency practice standards are being met.
-Help recruit, hire, and onboard new employees when social service staff vacancies occur.
-Ensure staff maintain thorough and timely documentation of interactions with participants, services provided, collateral contacts, and important information and/or events in AWARDS, HSI’s data management system.
-Track tenant occupancy/demographic reports, maintain up to date information in HRA/CAPS, complete TMS and Level of Service data and other programmatic reporting requirements.
-Review the changing programmatic needs of the tenants regularly with the Director of Programs. Make suggestions on new initiatives and implement therapeutic support groups to help bolster tenant’s health and wellness, as well as independent living skills.
-Hold monthly community meetings, conduct annual surveys, monitor suggestions, and respond to grievances as the occur to help facilitate regular communication and feedback with tenants.
-Facilitate the successful utilization of onsite partnering psychiatric services; direct the psychiatrist’s in-service trainings to improve the teams overall understanding of mental health/substance use disorders and their awareness of the most evidenced based practices.
-Participate and conduct Quality Assurance Reviews to confirm the accuracy, appropriate administration, and up-to-date documentation of ongoing tenant services.
-Review tenants’ timely payment of rent and participate in monthly arrears meetings with entitlement/rent office staff to ensure quick interventions that prevent tenancy risk.
-When a program unit becomes vacant facilitate the quick identification and move in of a new eligible tenant through NYC’s CAP system.
-Abide by and uphold (and direct all social staff members to abide by and uphold) all federal, state, city, county, and sit/agency regulations regarding the confidentiality of tenant information.
-Ensure that cultural and linguistic competent care is being provided to all tenants, and that regular trainings occur to help bolster staff’s skills and knowledge about racial equity, LGBTQIA issues, and disability visibility and rights.
-This position is on call 24 hours a day; respond timely to all emergency calls; give on call support in a crisis to staff and/or emergency responders; readiness to give on sight presence when necessary and feasible.
-Perform all other duties as assigned by Director of Programs.
Qualifications: LMSW or LCSW with at least 3 years full time management experience and 3 years direct clinical experience in mental health/and or substance abuse treatment preferably in a permanent supportive housing setting. Computer proficient. Experience with Microsoft Word, Excel, and Outlook. Electronic service and AWARDS HMIS database. Knowledge of community resources, Harm Reduction, Housing First Model, Bi-lingual preferred.
