Location: Los Angeles County (Hybrid; regular in-person presence throughout LA County required)

Reports to: Southern California Director

Salary: $75,000 - $85,000 annually

Travel: Ability to travel throughout Los Angeles County


About the Housing Action Coalition (HAC)


Housing Action Coalition (HAC) is a nonprofit advocacy organization working to solve California’s housing crisis. We advance policies and housing developments that create more homes at all levels of affordability and build a movement for housing abundance.


HAC is implementing an ambitious five-year plan to triple our scale and statewide impact by 2026. We are expanding our membership, growing our staff, and increasing our influence in California’s housing and political landscape.

Position Overview


The Political Organizing & Membership Manager balances local advocacy (approximately 50%) with membership development and programming (approximately 50%).


This position supports HAC’s work in the City of Los Angeles and the many municipalities across LA County, with possible work in neighboring counties as well. Given the size and complexity of the region, the role may require a significant amount of local travel, including some evening and weekend hours, as well as strategic prioritization, relationship-building, and adaptability in order to be successful. The Manager will work closely with the Southern California Director to execute organizing strategies, engage current members and recruit new ones, and expand HAC’s influence across local governments and coalitions.


Key Responsibilities

1. Political Organizing & Advocacy (~50%)

  • Support HAC’s political organizing across Los Angeles County, with emphasis on the City of Los Angeles and key municipalities.
  • Build and maintain relationships with elected officials, council and commission staff, planning departments, advocacy partners, and community stakeholders.
  • Mobilize HAC members and allies for public comment, hearings, and targeted campaigns on behalf of endorsed development projects and key policy priorities.
  • Track local housing policy, land use actions, and political dynamics; flag risks and opportunities for engagement.
  • Help develop and maintain political maps, relationship trackers, and organizing systems that allow HAC to operate effectively across a large region.
  • Represent HAC at public meetings, hearings, and community events.

2. Membership Development & Programming (~50%)

  • Support recruitment, onboarding, and engagement of HAC members in Southern California.
  • Maintain strong relationships with existing members to ensure consistent value delivery and retention.
  • Plan and execute member-facing programming, including briefings, trainings, committees, site tours, and networking events.
  • Assist with regional events such as happy hours, project tours, and briefings, and public forums.
  • Draft and distribute clear member communications, including policy updates, event invitations, and advocacy opportunities.
  • Support membership tracking, CRM updates, and coordination with HAC’s statewide team.


Qualifications

Required

  • 2–5 years of experience in either political organizing/advocacy or membership development, programming, or external affairs for a nonprofit, trade/ industry association, or mission-driven organization.
  • Strong people skills: ability to build rapport, earn trust, and communicate clearly with a wide range of stakeholders.
  • High level of organization, follow-through, and comfort juggling multiple projects.
  • Curiosity and learning orientation; ability to quickly get up to speed on new policy areas, political environments, or organizational systems.
  • Comfort working in a fast-moving, relationship-driven environment with evolving priorities.
  • Willingness to work occasional evenings and weekends as required for meetings and events.
  • Ability to travel throughout Los Angeles County.


Preferred

  • Familiarity with Los Angeles–area civic and political institutions.
  • Comfort using CRM systems, engagement platforms, or organizing tools.
  • Experience planning events, managing committees, or coordinating public-facing programs.
  • Familiarity with housing, land use, and planning issues.
  • Live in and/or can easily travel to Downtown LA, Burbank/Glendale/Pasadena, and the Eastern half of Los Angeles County


Work Environment

  • Hybrid role with in-person work across Los Angeles County.
  • Fast-paced, collaborative environment with significant autonomy.
  • Occasional evening and weekend work expected.

Compensation & Benefits

Salary: $75,000 - $85,000 annually.
