Under general supervision, oversees and coordinates the daily operations of the County’s budget functions in a customer service-oriented environment. Performs complex administrative, financial, and analytical duties related to budget development, monitoring, reporting, forecasting, and financial planning. Provides guidance and support to departments regarding budget preparation, fiscal management, and compliance with County policies and procedures.
- Supervises the daily operation of the budget function, including preparation, review, analysis, and monitoring of departmental budgets and financial activity.
- Establishes performance standards, manages, reviews, and evaluates staff.
- Assigns workloads and establishes work schedules and duties of employees.
- Maintains standards and coordinates activities; reviews work of subordinates for completeness and accuracy.
- Assists departments with the development and submission of annual operating and capital budgets.
- Monitors departmental expenditures and revenues to ensure compliance with approved budgets and County policies.
- Prepares budget analyses, financial forecasts, projections, and reports for management, County Council, and other stakeholders.
- Assists in the preparation and administration of the County’s annual budget process and Capital Improvement Program (CIP).
- Reviews budget requests, enhancements, transfers, and amendments for accuracy, justification, and policy compliance.
- Conducts financial and operational analyses to identify trends, recommend solutions, and improve fiscal efficiency.
- Assists with year-end closing activities and preparation of financial reports and supporting schedules.
- Provides training and technical assistance to departments on budget procedures, financial systems, and reporting requirements.
- Utilizes financial management systems, including Munis software, to maintain budget records and generate reports.
- Coordinates and participates in special projects, studies, and financial initiatives as assigned.
