The Lead QA/QC Specialist manages all aspects of quality assurance and quality control for federal and state grant programs. This position serves as the main point of contact between the client and the program for quality issues, audits, and QA/QC optimization efforts. The Lead QA/QC Specialist supervises a team of QA/QC Specialists, providing oversight of daily work, developing toolkits, and ensuring compliance with program requirements. The role is responsible for performance management, technical training, and supporting program compliance with federal, state, and local regulations.

Job Duties:

  • Serves as second-level funding approval on funding requests and applications
  • Researches quality issues such as fraudulent applications and provides oversight regarding grant funding and recapture of grant funds
  • Develops and implements QA/QC toolkits and work guides for QA/QC Specialist use
  • Conducts routine and targeted file reviews to verify completeness, consistency, and compliance with program requirements
  • Documents QA/QC review results, including findings, observations, and recommendations, and tracks them to resolution
  • Utilizes technology to ensure transparency and accountability
  • Develops and implements status reports, status trackers, and other production-related documents for QA/QC team use
  • Understands internal control framework to prevent fraud, waste, and abuse
  • Assists in responding to state and federal oversight and monitoring activities
  • Interprets HUD guidance, Federal Register notices, and CDBG-DR policy requirements as they apply to program operations
  • Identifies compliance risks, systemic issues, and potential findings related to eligibility, documentation, and program performance
  • Develops and implements technical training programs and trains production staff on program compliance and funding regulations
  • Advises client and program director on quality trends, monitoring results, and compliance implications affecting the use of grant funds
  • Other duties as required


Supervisory Responsibilities:

  • Supervises QA/QC Specialists, including performance management, training, and development
  • Performs regular performance management meetings with QA/QC Specialists and identifies performance gaps
  • Develops and implements performance improvement plans in conjunction with Human Resources for underperforming QA/QC Specialists
  • Participates in the interview and selection process for QA/QC Specialists
  • Participates in yearly performance review process and makes recommendations for promotions and compensation adjustments for QA/QC Specialists


Qualifications, Knowledge, Skills and Abilities:

Education:

  • High school diploma or equivalent, required
  • Bachelor’s degree in Accounting, Finance, Business Administration, or Project Management, preferred


Experience:

  • Two (2) to three (3) years of experience in a professional office setting, required
  • Experience with grant documentation, monitoring deliverables, and maintaining accurate records for audits, evaluations, or funding reviews, preferred
  • Experience with specific grantors (federal, state, and/or local agencies) or grant management systems, preferred
  • Prior experience managing a team or individual employees, preferred

  • Familiarity with collaborating with program staff, finance teams, and external stakeholders to ensure proper use of grant funds and adherence to funder guidelines
