Organization Background
Horizons Delmarva is a public/private partnership offering a summer program that addresses the achievement and opportunity gaps of underserved children in Wicomico and Worcester county. The heart of the Horizons Summer Learning Program is an exemplary academic program that supports a cohort of students in reading, writing, math, and science, paired with swimming lessons, field trips, sports, and enrichment activities in the performing and visual arts. The program launched in the summer of 2003 with one class of 12 Kindergarten students, and one grade (15 students) added each summer until the program included K-7th grade. The primary goal of Horizons is to reverse the trend of summer learning loss that adversely impacts the long-term success of low-income students. Position Overview
Horizons Delmarva is seeking dedicated and effective Reading Specialist with a dynamic talent for creating and nurturing a life-long love of learning in children. We are looking for a talented, passionate, caring professional who will work as a team player to launch this vibrant program and fulfill the Horizons mission. Horizons Reading Specialists are responsible for coordinating pre-and-post assessments of students using the STAR assessment program for reading and math. The Reading Specialist will identify students who need additional support and work with teachers and volunteers to offer suggestions and materials for reading instruction materials.
Essential Job Functions
The Reading Specialist will:
- Provide extra support as needed to help students develop language and reading skills. At times, required to “push in” or “pull out” of classrooms.
- Meet with Executive and/or Program Director as needed to report reading goals and problem solve as issues occur
- Lead the Horizons staff in identifying individual students’ learning profiles, building on each youth's academic strengths and coordinating resources and activities to best address his/her areas of need.
- Participate in daily meals with the students, attend Family Night and Faculty Meetings, and other duties that may be required.
- Attend orientation session prior to the start of the program as well as training sessions throughout the course of the program.
- Meet with parents or school principals to explain an individual's student profile and/or recommend additional services.
- Develop and nurture a safe, respectful, challenging and fun learning environment.
- Assist in evaluating program effectiveness.
- As needed and appropriate, aid in accessing and attracting useful resources of community institutions, the school system, public agencies, and local businesses for the benefit of the Horizons programs
- In collaboration with the Executive Director, Program Director, and Site Directors, provide ongoing input into this job description as the position unfolds to keep this job description as accurate as possible.

Qualifications
In addition to a strong commitment to Horizons’ mission, this position requires a balance of knowledge of best practices and practical experience with and proficiency in the skills of childhood literacy. The ideal candidate for this position must be flexible, well organized, capable of taking initiative, and full of enthusiasm for both teaching and learning. More detailed qualifications for this position include:
- Proven ability to relate well with diverse children and families, to plan and deliver engaging, challenging lessons for school-age urban children, and to identify and address academic struggles of students.
- Knowledge and skill in classroom management, social emotional learning and specific strategies for developing children’s non-cognitive skills such as focus, determination, empathy and self-discipline.
- Experience administering and analyzing reading skills assessments
- A strong passion for working with youth and a strong desire to help make a difference in the lives of low-income students.
- Experience as a reading specialist, reading teacher, or elementary school teacher
- Excellent communication, interpersonal, organizational and time management skills.
