Summary:

 

The Youth Enrichment Program Manager provides district-wide leadership for all Youth Enrichment programming serving preschool-aged children through young adults up to age 21. This role is responsible for the strategic planning, development, coordination, quality, staffing, and evaluation of enrichment programs offered before school, after school, evenings, weekends, and during the summer.

Youth Enrichment programming includes, but is not limited to, enrichment classes, out-of-school-time programs, summer programs, fitness and aquatics, and specialty programs such as youth workforce readiness and skill-building opportunities.

 The Program Manager serves as the single point of accountability for Youth Enrichment programming, ensuring programs are high-quality, accessible, developmentally appropriate, and financially sustainable, while aligned with district priorities and community needs. This position exercises significant independent judgment within district policies and strategic priorities.

 

ESSENTIAL FUNCTIONS

Program Leadership & Development

  • Develops, coordinates, manages, and evaluates district-wide Youth Enrichment programs for preschool through age 21, including:
  • Before-school and after-school enrichment
  • Evening and weekend programming and events
  • Summer programs and camps
  • Fitness and aquatics programming
  • Community Events and Engagement
  • Specialty programs such as youth workforce readiness, leadership, and skill-building opportunities
  • Leads program design that supports youth belonging, engagement, skill development, and positive outcomes across developmental stages.
  • Establishes and maintains shared quality expectations for Youth Enrichment programs while allowing flexibility for age-appropriate and program-specific delivery models.
  • Guides annual program planning aligned with participation trends, community needs, and strategic priorities.

 

Staff & Instructor Management

  • Recruits, hires, trains, supervises, and evaluates Youth Enrichment staff, instructors, and program leads supporting programming across varied schedules (before school, evenings, weekends, and summer).
  • Provides clear expectations, coaching, and professional development to support high-quality, relationship-based programming.
  • Collaborates with operational leads (e.g., aquatics, site-based or specialty program staff) to ensure safe, consistent, and effective program implementation.

 

Budget & Financial Oversight

  • Manages the Youth Enrichment budget, ensuring alignment between enrollment, staffing, scheduling models, and revenue.
  • Monitors program financial performance and recommends adjustments to support affordability, access, and long-term sustainability.
  • Approves program expenditures, instructor payments, and contracts in accordance with district guidelines.

 

Partnerships, Vendors & Coordination

  • Develops and manages contracts with external instructors, vendors, and partners supporting Youth Enrichment programming, including specialty and workforce readiness programs.
  • Cultivates partnerships with schools, families, and community organizations to expand access and enrich programming opportunities.
  • Coordinates with Community Education staff, district departments, and site leaders to support cohesive program delivery.

 

Marketing, Registration & Systems

  • Collaborates with marketing and registration staff to ensure programs are clearly communicated, accessible, and accurately represented across all delivery times (before school, evenings, weekends, summer).
  • Oversees program setup in registration systems and ensures data accuracy and alignment with department standards.
  • Uses enrollment, attendance, and participation data to inform outreach, scheduling, and program design decisions.

 

Evaluation & Continuous Improvement

  • Analyzes enrollment trends, participant and family feedback, and program outcomes across age groups and program types.
  • Prepares reports and recommendations for leadership to support continuous learning, program improvement, and long-term planning.
  • Uses youth, family, and staff feedback to refine programs and strengthen participant experience.

 

Other Duties

  • Performs other related duties as assigned by the Assistant Director of Youth Programs.


 

 

QUALIFICATIONS

Education and Experience

  • Bachelor's degree in Education, Recreation, Public Administration, Social Work, Youth Development, or a closely related field.
  • Minimum of three (3) years of progressively responsible experience in community education, enrichment programming, youth development, or a related field.
  • Demonstrated experience supervising staff, instructors, or program leads, including responsibility for training, coaching, and performance management.
  • Demonstrated experience making independent programmatic and operational decisions within established strategic and budgetary parameters.
  • Experience leading or coordinating programs across multiple sites, schedules, or age groups preferred.
  • Experience with budget management, program planning, and evaluation preferred.
  • Experience supporting programming for diverse age groups, including early learners and youth or young adults, preferred.
  • Equivalent combinations of education and experience may be considered.

 

Required Certificates, Licenses, and Registrations

  • Valid driver's license.
  • Lifeguard certification or the ability to obtain
  • Water Safety Instructor certification or the ability to obtain
  • CPR/AED and First Aid Certification
  • Food Safety Certification or the ability to obtain
  • Continued employment is contingent upon maintaining required licenses and certifications in active status.

 

 

REQUIRED KNOWLEDGE AND SKILLS

Knowledge

  • Principles of youth development across early childhood, school-age, and young adult populations.
  • Community education and out-of-school-time programming models.
  • Program planning, budgeting, and public-sector resource management.
  • Registration systems, data analysis, and program evaluation.
  • District policies, procedures, and applicable regulations.
  • Community partnerships and workforce readiness programming concepts.

Skills

  • Strong leadership, organizational, and communication skills.
  • Ability to manage multiple programs operating across varied schedules and locations.
  • Ability to analyze data and apply insights to program improvement.
  • Ability to build positive relationships with staff, instructors, partners, youth, and families.
  • Proficiency with computer applications and program management systems.

 

 

PHYSICAL / MENTAL REQUIREMENTS

Mobility to work in office, school, and community-based settings; ability to use standard office equipment; stamina to sit or stand for extended periods; ability to lift and carry up to 20 pounds; vision and hearing sufficient to read materials and communicate effectively.

 

WORKING ENVIRONMENT

Work is performed in an office, school, and community-based setting. Evening and weekend work is required based on program schedules. Occasional travel within and out of the district is required.

 

Compensation and Schedule:

Position Schedule: 261 Days. 8am - 4pm with some evenings and weekends

Union Affiliation: Community Education

Range: $78,334 - $95,158.00
