Position Summary:
The Vice President of Programs (VP of Programs) is responsible for the operational leadership, quality, and performance of all programs and service delivery across Hope Atlanta. Reporting to the Chief Operating Officer, the VP of Programs ensures that place-based programs, housing, emergency services, behavioral health and food access programs operate with excellence, fidelity to best practice standards, and measurable client outcomes.
The VP of Programs oversees program implementation, leadership development, service delivery standards, and performance management across program departments. This role ensures services are trauma-informed, compliant with all funding requirements, and aligned with Hope Atlanta’s mission and strategic priorities.
Working closely with the COO and cross-department leadership, the VP of Programs strengthens program leadership capacity, drives continuous improvement, and maintains strong programmatic partnerships within the regional homelessness response system.
The VP of Programs focuses on how programs operate day-to-day and how effectively clients are served, ensuring high-quality services, strong program leadership, and accountability across all service areas.
Essential Duties and Responsibilities
Program Leadership & Strategy
- Lead the implementation and operational management of all housing, outreach, shelter, and hunger relief programs.
- Ensure fidelity to evidence-based service models, including Housing First and trauma-informed care.
- Support the development and standardization of service delivery frameworks across programs.
- Align program initiatives with the agency’s strategic plan and operational priorities.
- Ensure a high-quality, client-centered experience across all service locations.
- Monitor program capacity, throughout, and service efficiency to maximize impact.
- Identify service delivery barriers and implement operational improvements.
- Support program innovation efforts that respond to emerging community needs.
Performance Management & Outcomes
- Partner with CQI team to establish, monitor, and report on key performance indicators (KPIs) and program outcomes.
- Ensure grant performance targets are consistently met or exceeded.
- Utilize data and program performance metrics to guide continuous improvement.
- Support and partner with the CQI team to implement corrective action plans and strengthen program performance.
- Monitor program quality, documentation standards, and service delivery consistency.
Leadership & Staff Development
- Supervise, mentor, and evaluate senior program leaders.
- Strengthen leadership capacity across program departments.
- Support recruitment, retention, and staff engagement across programs.
- Foster a culture of accountability, collaboration, and performance excellence.
- Promote professional development and succession planning within program teams.
Compliance & Fiscal Coordination
- Ensure compliance with all funder, regulatory, and contractual requirements.
- Partner with COO and finance leadership on program budgets, cost management, and fiscal accountability.
- Support preparation for monitoring visits, audits, and program reviews.
- Ensure program documentation, reporting, and data systems meet required standards.
Partnerships & External Representation
- Maintain strong relationships with government partners, funders, and community organizations.
- Represent Hope Atlanta in Continuum of Care meetings and regional service networks as appropriate.
- Support cross-sector partnerships that enhance service delivery and housing outcomes.

Qualifications
- Master’s degree in Social Work, Public Health, Nonprofit Management, Business, or related field
- Minimum 7–10 years of leadership experience in human services or nonprofit program management
- Experience supervising senior leaders and overseeing multiple programs
- Strong leadership, organizational, and problem-solving skills
- Excellent written, verbal, and presentation communication skills
- Experience managing program budgets and financial oversight
- Knowledge of government grants, compliance, and reporting requirements
- Experience implementing performance management systems and program improvement initiatives
- Ability to build collaborative relationships with internal and external stakeholders
- Strong change management and organizational leadership skills
- Tech savvy, including proficiency in Microsoft Office Suite (Word, PowerPoint, Excel), Salesforce, HMIS
A hybrid schedule is not guaranteed by Hope Atlanta but may be considered at the discretion of the supervisor. If a hybrid schedule is offered, it is not permanent and is subject to change based on the supervisor’s discretion and the department workload. If a hybrid schedule is offered by the supervisor the staff member is still expected to report to the office on any business day if the need should arise.
