Role Overview
The organization requires the services of a Senior Data Architect to design and implement integrated data solutions for a multi-terabyte data integration hub. This role operates as a hybrid technical expert and strategic advisor, blending complex services solution design with enterprise-level data architecture.
The successful candidate will lead data strategy for a public healthcare/Medicaid domain, ensuring curated data is visible, accessible, trusted, and uniformly governed to support integrated care analytics. All work products resulting from this engagement will be considered "works made for hire."
Key Responsibilities
Solutions Design & Technical Leadership
Requirements Translation: Translate client business requirements into specific systems, applications, or process designs for large, complex technical solutions.
Financial Modeling: Participate in the construction of detailed financial models and scope documents that align with complex services proposals.
Risk Management: Construct risk assessments and corresponding remediation plans relative to complex service proposals.
Deliverable Creation: Compose Statements of Work (SOWs) and other documentation to craft detailed deliverables specifying the processes, technology, staffing, and project management involved in proposed solutions.
Subject Matter Expertise: Serve as a "trusted expert advisor" for technical services to internal and external stakeholders, providing formal advice and leading presentations.
Workflow Compliance: Follow all organizational standard operating procedures relative to cost modeling, approvals, reviews, and associated workflow deliverables.
Enterprise Data Architecture & Governance
Data Hub Integration: Architect cloud data hub integrations with public healthcare data and other domain platforms.
Data Governance: Develop enterprise data policies, standards, and best practices to mature data management capabilities and support an enterprise data governance framework.
Subject Matter Expertise: Serve as the Data Architecture and Data Management expert for the organization’s Medicaid and public healthcare systems.
Data Quality: Assist in the development and implementation of data quality processes, metrics, harmonization, master data development, and metadata management.
Data Strategy: Consult with business owners, analytics providers, and IT leadership to develop an enterprise analytics strategy considering long-term goals and funding.
Impact Analysis: Review changes to technical and business metadata, assess their impacts on enterprise applications, and communicate findings to stakeholders.
Tooling & Optimization: Select data management tools, develop usage guidelines, and establish measures to track the completeness and quality of metadata, reducing data redundancy and fragmentation.
Root Cause Analysis: Assist in identifying appropriate data sourcing/extraction processes and perform root cause analyses related to information issues and non-conformance to published data standards.
Strategic Liaison & Translation
Work collaboratively with program areas and project sponsors to plan and execute multiple analytics projects asynchronously.
Explain project findings, data limitations, and architectural concepts in simple, non-technical language to executive leadership and program staff.
AI Prompting & Data Synthesis
Develop and refine effective AI prompts and query strategies to retrieve and synthesize data for complex domains.
Build a library of standardized prompts and query templates for common reporting needs.
Provide expertise in validating AI outputs, specifically identifying and mitigating hallucinations.
Ensure all data outputs adhere to internal reporting standards, data governance, and compliance regulations.
Promote a data-driven culture by enabling staff to effectively utilize data and AI tools.
Stay current on emerging AI and data analytics tools to continuously improve programmatic capabilities.
Collaboration & Problem-Solving
Work closely with data engineering, IT, and program teams to troubleshoot data-related issues, address inconsistencies, and formulate mitigation strategies.
- Provide expert guidance to program staff on interpreting data trends and answering complex data questions.
Required Skills
12 Years: Excellent understanding of Data Architecture principles, capabilities, and best practices with the proven ability to define, document, and apply standards.
- 12 Years: Experience with business processes, data management, data flows, relationships, quality standards, and proficiency with data analytical and quality tools.
10 Years: Extensive experience working with Medicaid/public healthcare data; specifically regarding provider claims, encounters, client movements, and clinical assessments.
8 Years: Experience building and maintaining large-scale Data Warehouses in the healthcare sector.
8 Years: Extensive architecture experience and knowledge in Reference Data, Data Quality, and Metadata Management.
8 Years: Experience leading and evolving corporate culture into a data-driven organization.
8 Years: Exceptional communication, analytical, and interpersonal skills across all organizational levels.
Desired Skills
5 Years: Experience designing/implementing data acquisitions for Master Data Management, Data Warehouses, or Performance Management systems.
5 Years: Experience within the public healthcare or insurance business domains.
5 Years: Proven ability to work successfully with both technical and non-technical groups while managing multiple overlapping responsibilities.
4 Years: Bachelor''s degree in Computer Science, Systems Engineering, or equivalent experience.
1 Year: Certified Data Management Professional (CDMP) from DAMA.
