This position performs highly responsible, detail-oriented work involving the daily, weekly, monthly, quarterly, and annual reporting functions of the Building Division within the Development Services Department. The Quality Assurance and Reports Specialist is responsible for generating, processing, verifying, and distributing all Building Division financial and operational reports; coordinating payment posting and reconciliation; preparing regulatory reports for outside agencies; assisting with permit final quality control. Work requires strict accuracy, strong technical competency, excellent organizational skills, and the ability to work independently while supporting a fast-paced permitting environment.

- Posts daily online and in-person payments for Building permits and distributes Finance payment reports to permit clerks.
- Posts daily EPL (legacy) payments and distributes corresponding reports.
- Completes end-of-day Finance reports for EPL legacy permit payments.
- Reviews and prepares daily Certificate of Occupancy (CO), Temporary Certificate of Occupancy (TCO), and Certificate of Completion (CC) request packages for Building Official review.
- Processes all daily Meter Release reports and transmits required data to Customer Service (HPS) and FPL portals.
- Provide training on EPL processing.
- Preform final quality control task for associated building permit records.
- Conducts daily contractor registration updates and license verification.
- Processes and logs all contractor disciplinary action notices received from Miami-Dade County.
- Prepares the Miami-Dade Code Compliance Surcharge Report.
- Generates monthly permits issued reports and CO issued reports for transmission to Miami-Dade County.
- Prepares DERM Treatment and Transmission Capacity NAPOT reports.
- Generates the Monthly Permit Activity Report for the Building Division.
- Produces quarterly surcharge reports required by the State of Florida.
- Completes monthly Benchmarks reports.
- Generates audit reports and Finance Impact Fee reports.
- Conducts final EPL quality control reviews.
- Processes all payment refunds and payment adjustments within the permitting system (CommPlus).
- Ensures accuracy and consistency of all fee entries, including impact fees and public art fees.
- Assists customers and clerks with questions related to permit applications, payments, and reporting requirements.
- Provides permit submittal reports to departmental leadership upon request.
- Manage and maintain Certificate of Occupancy list, elevation certificate and floodplain certificates for annual CRS reporting.
- Maintains comprehensive electronic and physical reporting records for audit compliance.
- Ensures all reporting deadlines—daily, monthly, quarterly, and annually—are met.
- Train staff on operations systems and processes.
Type of Appointment/Work hours:
- Full-time/Regular in-person position.
- Standard work week, which is forty (40) hours of work per week, usually consists of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Will be required to work occasional overtime or shift assignments, if applicable.
Physical and Environmental Demands or Conditions:

- High school diploma or GED required; an AA in Public Administration preferred.
- Minimum of three (3) years of progressively responsible administrative, financial processing, or permitting-related experience, preferably in a municipal Building or Development Services environment.
- Experience with permit systems such as CommPLUS, EPL, or similar land-management software preferred.
- Strong proficiency with computers, including Microsoft Word, Excel, and permitting/financial management systems.
- Ability to understand and apply Building Division procedures, reporting requirements, and financial reconciliation processes.
- Strong analytical and organizational skills with high attention to detail.
- Ability to interpret departmental policies and financial documentation
- Ability to work independently, prioritize multiple deadlines, and maintain strict accuracy.
- Excellent customer service, oral, and written communication skills.
- Must possess a valid Florida driver’s license and pass a background screening.
