Duties Description

The incumbent of this position will report to the Radiological Emergency Preparedness (REP) Section within the Office of Emergency Management.

Duties include but are not limited to the following:

• Assist with the development of policies and procedures for Operations.

• Provide assistance in updating and maintaining the Radiological Emergency Preparedness (REP) Plan for Fixed Nuclear Facilities and supporting documents.

• Research, analyze, and report on program activities.

• Attend, coordinate, and assist with instructing training courses related to REP activities.

• Provide assistance and support for all REP exercises, drills, or out of sequence activities being conducted.

• Provide assistance with radiological equipment shipping/receiving and tracking in applicable data base.

• Research vendors for equipment calibration and perform the submission of invoices for payment.

• Perform routine tests, updates, maintenance, and password compliance to software programs.

• Perform routine administrative tasks.

• Ensure all REP Documentation, maps and charts are current and up to date.

• Work in the State Emergency Operations Center for State Activations.

• Assist Shop Manager with Emergency Worker Kits.

• Assist with special section initiative and projects as required.

• Travel may be required, approximately 30%.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Six years of emergency management experience in one or more of the following areas: coordinating and implementing emergency management, disaster, and/or transportation related preparedness programs; preparing or modifying multiple emergency management plans; preparing, modifying, and presenting emergency management training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or supporting position on the Incident Command System; managing or supervising response or recovery operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

Substitutions are as listed below:
·An associate degree can substitute for two years of specialized experience.

·A bachelor's degree can substitute for four years of experience.

·A master's degree can substitute for five years of experience

·A doctorate can substitute for six years of experience.

REASSIGNMENT/TRANSFER

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency's Telecommuting Program Guidelines.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary : $66,951 - $85,138
