Job Title: Program & Case Manager (Combined Role)
Reports To: Executive Director
FLSA Status: Full-Time, Exempt
Position Summary
The Program & Case Manager plays a dual role in overseeing daily program operations while also managing individualized case services for youth in care. This position ensures that Homebound Residential Care meets all state licensing requirements, maintains compliance with Washington Administrative Code (WAC) and Department of Children, Youth, and Families (DCYF) standards, and provides high-quality, trauma-informed care to residents.
The Program & Case Manager supports staff, assists with administrative tasks when the Director is unavailable, and provides case management services such as service planning, progress monitoring, and coordination with outside providers.
Key ResponsibilitiesProgram Management
- Assist the Executive Director in day-to-day program operations, including staff scheduling, training, and supervision.
- Ensure the facility maintains required staffing ratios at all times, including during breaks and shift changes.
- Oversee staff compliance with orientation, training, and ongoing certification requirements.
- Support the Director in policy implementation, licensing inspections, and corrective action plans.
- Participate in hiring, onboarding, and evaluating staff performance.
- Act as a leadership presence in the facility when the Director is not onsite.
- Coordinate and supervise group activities, meal preparation oversight, and general household management.
Case Management
- Develop, implement, and monitor individualized case/service plans for each youth in care.
- Maintain accurate documentation, progress notes, and case files in compliance with state and agency standards.
- Coordinate services with schools, therapists, medical providers, and social workers.
- Attend and participate in Individual Service Plan (ISP) meetings, court hearings, and case conferences as needed.
- Provide advocacy for residents to ensure access to education, healthcare, and community resources.
- Support youth in building independent living skills, social skills, and emotional regulation strategies.
Compliance & Reporting
- Monitor program activities to ensure alignment with WAC and DCYF regulations.
- Prepare reports for licensing reviews, audits, and internal quality assurance processes.
- Track and report incidents, infractions, and corrective actions.
Qualifications
- Bachelor’s degree in Human Services, Social Work, Psychology, or a related field preferred (experience may substitute for degree as allowed by WAC).
- Minimum of 2 years’ experience in residential care, case management, or program coordination.
- Demonstrated leadership skills, including staff supervision, training, and performance management.
- Strong knowledge of trauma-informed care, crisis intervention, and youth development.
- Experience with compliance, licensing, and program audits preferred.
- Excellent written and verbal communication skills.
- Ability to work flexible hours, including occasional evenings, weekends, and on-call support.
Compensation & Schedule
- Full-time, salaried at $23 -$27per hour (40 hours per week).
- Typical schedule: Monday–Friday, 8 AM – 5 PM, with flexibility for evening or weekend coverage as needed.
- On-call responsibilities shared with the Director for emergencies or staff support.
