DIRECTOR OF STUDENT SERVICES AND SPECIAL EDUCATION

To administer and direct the Special Education Department, including educational programming of the highest quality with regard to teaching, technology, and support operated by or contracted for the Hollidaysburg Area School District, including all aspects of administration and evaluation of such programs/services.

1. Supervise all special education personnel (teachers, specialists, clinicians, and support staff) in all special education programs and schools of the District.

2. Provide input regarding evaluations of special education personnel to the building principal.

3. Assist with the recruitment, interviewing, hiring, and orientation of new special education personnel.

4. Supervise all aspects of the District’s Child Find activities, including coordination of the evaluation process.

5. Participate in multidisciplinary educational team meetings, IEP team meetings, or other educational team meetings, as the designated Local Education Agency (LEA) representative whenever necessary.

6. Develop appropriate curriculum for special education classrooms and determine program guidelines.

7. Evaluate special student progress and work with teachers in reporting information to parents and interdisciplinary team members.

8. Participate in public relations efforts concerning special education.

9. Evaluate the effectiveness of current special education programs, supervise the implementation and use of data collection systems, and coordinate support and analysis of the data to make data-informed decisions and recommend changes where necessary.

10. Maintain student records of identified special students and complete required reports on the same.

11. Develop screening procedures for identification of special students and supervisor School Psychologist in the administration of such procedures; act as liaison between the School District and other agencies/professionals, including physicians, in the identification process.

12. Direct clinicians and teachers concerning diagnostic and remedial procedures.

13. Provide counseling conferences and in-services to parents, teachers, Board members, and students regarding special education programs and services.

14. Oversee the management and appropriate retention of special education records and PDE special education data tracking and reporting (Penn Data/ PIMS/ RISC, Homebound/In Home Instruction and others as required by state and federal reporting mandates).

15. Approve and/or control expenditures of District funds for all special education programming in accordance with the annual department budget and the Chief Financial Officer.

16. Assist with the preparation of the annual budget by projecting cost for all special education programs and services in accordance with budgetary timelines set forth in Board Policy, Administrative Regulations, and at the direction of the Chief Financial Officer.

17. Serve as point of contact for litigation or other legal matters affecting or arising from the District’s special education program(s).

18. Develop School District policies that are in compliance with state and federal regulations concerning special education.

19. Supervise homebound instruction program for hospitalized or incapacitated students.

20. Provide data to the Transportation Department regarding transportation needs of special education students and assist with coordination of services.

21. Attend School Board meetings as requested.

22. Oversee and assist in the coordination of all professional development and in-service training for both special education professionals and support staff.

23. Serve as the primary point of contact to IU08 classes and off-site special education programs, including special education/alternative education programs.

1. Oversee the ordering of classroom supplies and equipment for the special education program.

2. Oversee the application for all grants and other financial assistance, including ACCESS, for special education programs.

3. Continue professional development to keep current with new laws and regulations, new research findings, and improved techniques.

4. Reviews classrooms through on-site observations, discussions with other administrative personnel, reviews the work performance of the principals, and completes written evaluations on an annual basis.

5. Plans, organizes, conducts, and evaluates in-service training programs for professional personnel.

6. Reviews requests for personal and emergency leave(s) for Inclusion Facilitator, School Psychologists, and Special Education Secretaries.

7. Meets with parents and students to resolve problems or issues.

8. Assists in the development of the District budget and monitoring of expenditures.

9. Recommends changes in policies and procedures to Superintendent.

10. Assists in the coordinating the assignment and placement of pre- and regular student teachers in the school district.

11. Assists with contract negotiations for support staff and professional personnel.

12. Oversees and evaluates Department Chairs for School Psychology and Special Education.

13. Collaborates with outside agencies to coordinate services provided to students (Arc of Blair County, CASSP, etc.)

14. Negotiates contracts for related services provided for students.

15. Attends monthly IU08 Task Force meetings.

16. Oversees homeschoolers-reviews portfolios.

17. Attends IU08 Regional Coordinators Meeting.

18. Reviews IU08 invoices for services provided for HASD students.

19. Participates in meetings with the Paraprofessional staff regarding issues related to their positions.

20. Coordinates Summer Extended Year Services for Special Education students who qualify.

21. Oversees the usage of the Special Education vans.

22. Participates in Early Intervention meetings for students who will be entering HASD.

23. Collaborates with GACTC representatives to ensure proper implementation of IEP’s in vocational programs.

24. Collaborates with Alternative Education providers regarding programming for students and participates in updates regarding students who are in placements.

25. Plans and oversees implementation of paraprofessional 20 hours of mandated training.
