This position supports both project‑level delivery and statewide materials compliance functions within GDOT‑administered programs.” In this role, the individual serves as a Materials Compliance Manager for GDOT P3 Division projects, providing oversight of materials sampling, testing, inspection, acceptance, and documentation in accordance with GDOT policies, specifications, ATSER software requirements, and applicable federal regulations. The position supports projects ranging from $20 million to multi‑billion‑dollar construction values and provides technical leadership on complex and high‑risk materials compliance issues. **What You'll Do:** Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA). Coordinates project activities establishes priorities and staff to jobs. Prepares Summary Inspection Report of Daily activities. Monitors contractor progress and compares with the reviewed progress schedule. Resolves technical field issues, and coordinates with Architects and Engineers for timely and accurate responses to requests for information. Oversees project controls, including checking contractors controls and coordinating schedules, reviews constructors schedule. Reviews submittals for conformance to plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements. Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Identifies and resolves non-compliant work. Provides interpretation and enforcement of contract plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements. Confirms change order requests, develops estimates, negotiates costs, and writes change orders. Provides cost control on projects and quality control within discipline. Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega, and mega projects to the client as well as general presentations within the industry and community. May be responsible for the recruitment, hiring, development, and retention of construction staff, including development of plan for staff reporting, performance and compensation reviews, and succession. Performs other duties as assigned. **What You'll Need:** Bachelor’s degree in Construction Management, Architecture, Engineering, or relevant degree and 10 years relevant experience, or In lieu of education, 14 years of relevant experience. **What You'll Bring:** Demonstrated leadership overseeing GDOT materials specifications, testing procedures, and acceptance practices, including application of GDOT policies and standards Strong knowledge of GDOT’s Sampling, Testing, and Inspection (STI) Manual and its implementation on active construction programs Thorough understanding of federal materials QA/QC requirements and FHWA compliance for federal‑aid projects Experience directing the use of ATSER Quality Management System, materials laboratory operations, and field sampling and testing programs Proven ability to manage materials documentation, traceability, and audit readiness across design‑build and other alternative delivery models Proficiency in Microsoft Office applications to support reporting, analysis, and executive‑level communication Exceptional leadership, communication, coordination, and technical writing skills, with the ability to effectively engage executive leadership, agency partners, and multidisciplinary project teams Driver's License **What We Prefer:** 12 years relevant experience. In lieu of education, 16 years of relevant experience.
