Job Summary

Pay Range: $59,000 - $116,000

Note: Individuals typically begin between the minimum to middle of the pay range

Responsibilities

Performs accounting and financial functions to support HMSA programs with a concentration on government plans. Responsibilities include (but are not limited to), the following:

  • Prepare journal entries and reconciliations, analyze financial transactions to ensure accuracy, and report findings to management.
  • Monitor enrollment, utilization, and costs of contracted providers and government health plans.
  • Provide necessary information to facilitate negotiations with contracted providers and ensure that the cost of those contracts falls within the expected government health plans' budgets.
  • Monitor all incoming payments (i.e., capitation) and other settlements according to the provider or government contract terms, as well as HMSA operating expenses and premium billing, reconciliation, and collections.
  • Initiate and track payments to vendors, hospitals, government entities and others in accordance with contract terms.
  • Supports government program accounting, provider contract administration, audits, and reporting initiatives by performing assigned duties and analyses, identifying routine discrepancies, and escalating complex issues.
  • Assume ownership of MicroStrategy reports and periodically run reports for various teams.
  • Ensure that government plans' financial transactions are being coordinated and reported properly to impacted departments (primarily Underwriting and F/A)


Minimum Qualifications

  • Bachelor's degree and one year of related work experience; or an equivalent combination of education and related work experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Project Management Skills: Demonstrated ability to coordinate complex projects and assignments with formatted output, narrative and data interpretation.
  • Financial Skills: Demonstrated ability to prepare financial analyses and cost-benefit studies with design requirements, output format and analysis of results.
  • Accounting Skills: Demonstrated ability to properly record financial transactions and prepare financial statements.
  • Presentation Skills: Strong oral and written skills for presentation to Executive staff.
  • Advanced working knowledge of Microsoft Office applications, including but not limited to Word, Outlook, Excel, and PowerPoint
  • Database manipulation software familiarity or relevant experience with data entry


Duties And Responsibilities

  • Ensure proper recording and reporting of various financial transactions for the Association and government lines of business. Communicate with other F&A staff and internal departments to record and reconcile the following:
    • Prepare and post accruals for various general ledger accounts on a monthly basis. Develop estimates for accruals as needed by using source documentation and settlements amounts. Resolve discrepancies with appropriate staff/departments timely.
    • Record and analyze accounting transactions for various contracts or programs (such as Federal Programs, Medicare, Medicaid, etc.). Communicate effectively with other departments to gather this information. Provides assistance and performs research for various external and internal audits.
    • Maintaining various schedules and ledgers for the Association's general ledger accounts, including special reserves, state risk sharing receivables, etc.
    • Create and run ad-hoc system reports to summarize transactions in the general ledger. Perform research and initiate adjustments if errors are identified.
    • Assist in supporting other accounting analysts as needed.
  • Assist Senior Analyst and Supervisor to design, develop, and implement standard plan or provider financial and operational reports in response to customer requirements and business needs:
    • Assist in implementing financial internal controls and risk management; facilitate definition of data and other information requirements.
    • Define efficient data assembly methods.
    • Maintain documentation supporting reporting methodologies, assumptions, and processes.
    • Works to understand and analyze financial data.t.
  • Support Senior Analyst and Supervisor by participating in various projects:
    • Document and share project activities, analyses, and decisions.
    • Assist in evaluating business processes and identifying workflow improvement opportunities.
    • Support project implementation activities under the direction of Senior Analysts or supervisors.
  • Validate and maintain quality and consistency of data and reporting; on a proactive basis identify and isolate potential problems and work with staff within and outside of the department to develop and implement resolutions; develop and communicate data adjustments and workarounds.
  • Assist with analyses related to provider reimbursement arrangements, government program costs, utilization trends, and contractual obligations. Prepare reports and supporting analyses used in evaluating program performance and financial results. Support the monitoring of government program budgets and financial performance.
  • Performs all other miscellaneous responsibilities and duties as assigned or directed.
