POSITION TITLEIndividual Placement and Support Specialist – RC FSS

REPORTS TO: Program Manager or Senior Program Manager

 

POSITION DESCRIPTION/PRIMARY OBJECTIVE: 

This position is responsible for placement services, working directly with employers, funding sources and job seekers to achieve program placement goals. Effectively manage a designated caseload while meeting all critical performance goals including position performance goals and program contract goals. The specialist will work in the community (65% of the work week) meeting people on their caseload, family members, and engaging with employers at their businesses.

 

ESSENTIAL FUNCTIONS

Enrollment / Assessment

  • Conduct or assist in conducting group and one-on-one program informational overviews and evaluation of potential clients
  • Assess and evaluate participant’s physical, social, vocational, educational and employment situation to determine strengths and identify barriers through spending time with job seeker in community settings
  • Administer appropriate assessment and screening tools per program requirements/guidelines

Case Management

  • Engages job seeker in community settings (including participant homes, libraries, schools, coffee shops, businesses, worksites, parks, etcetera. based on job seeker preference), and establishes trusting, collaborative relationships directed toward the goal of competitive employment in community job settings with other workers who do not necessarily have disabilities
  • Assists job seekers and workers in obtaining information about their benefits and how entitlements will be affected by employment so that participants can make decisions about employment opportunities
  • Conducts job search activities while developing realistic short and long-term goals directed toward positions that are individualized to the interests and uniqueness of the people on his/her/their caseload, following the principles and procedures of the IPS evidence-based model. This includes career exploration, career laddering, and training and education support
  • Develop an appropriate plan with specific timelines and measurable goals together with individual and support teams Provides individualized job support to assist workers in retaining employment. Following the worker’s preferences, supports may be provided at the workplace and/or in the community
  • Provides support to employers as agreed upon by workers, which may include negotiating job accommodations and job supports by the IPS specialist with the employer.
  • Provides community outreach services as necessary to workers when they appear to disengage from the service. Uses a variety of methods to provide outreach.
  • Participates in weekly meetings with mental health and employment services teams and communicates individually with team members between meetings to coordinate and integrate services 
  • Monitor and report on job seeker progress
  • Maintain compliance with program contract requirements and program policies
  • Maintain job seeker's confidentiality, adhere to Federal Data Privacy laws
  • Maintain case files and case file documentation inclusive of but not exclusive of the following (per program requirements):
  • Eligibility verification/identification
  • Support services
  • Regular, ongoing case noting

Community & Employer Development

  • Conducts a minimum of six in-person employer contacts per week in the community. The aim of these visits to businesses is to develop relationships with managers/owners who have hiring responsibilities
  • Recruit employers to participate in program activities and hire program participants for internships, volunteer and/or direct employment
  • Maintain contact and positive relationships with referring agencies. This includes monthly formal reports, regular recruiting visits and responding to information requests as needed
  • Participate in the development of program flyers for employers, referring counselors or job seekers
  • Communicate and document employer contacts and positions developed as they occur

File Management/Reporting

  • Utilize required databases in case management
  • Perform computerized data entry per program requirements inclusive of but not exclusive of (funder) Workforce One tracking and case noting, (internal) data entry (participant), program specific reports
  • Respond to requests for report and case file reconciliation in a timely manner and take appropriate action


 

OTHER RESPONSIBILITIES/PROGRAM SPECIFIC

  • Keep abreast of county, state and federal program policies, maintain high level of skill and expertise through professional development and continuing education
  • Collaborate with other agencies for program activities
  • Maintain awareness of current labor market information
  • Meet all program goals as outlined in contract
  • Fulfill obligation as mandated reporter

MINIMUM REQUIREMENTS

  • Education and experience equivalent to undergraduate degree in mental health, social services, or business. Experience working with people with severe mental illness, experience providing employment services, and knowledge of the work world are preferred
  • Ability to work as an effective team member is essential
  • Be a self-starter and think creatively to develop new concepts that enhance Hired MFIP Programs
  • Knowledge of employment assessment and screening tools to assist with job analysis and marketing of potential employment opportunities for Hired participants
  • Strong ability to coach and evaluate job search skills and tools necessary for participant’s career development
  • Familiarity with MFIP programs and Workforce One database preferred
  • Provide excellent customer service to Hired participants
  • Must have organizational skills to manage data reporting and tracking of participant’s participation and progress
  • Ability to develop partnerships with community employers to support Hired MFIP Programs
  • Excellent communication skills with external and internal customers, business partners, staff and participants
  • Strong emphasis on team collaboration
  • Must be flexible with travel within metro area and able to move between Hired offices as 65% of the work week will be spent in the community
