Hilltop Energy, Inc. is seeking a highly motivated DOT & Safety Compliance Specialist to help lead our commitment to workplace safety, regulatory compliance, and operational excellence. This position plays a critical role in ensuring compliance with Department of Transportation (DOT), OSHA, FMCSA, MSHA, and company safety standards across our operations.

Position Summary
The DOT & Safety Compliance Specialist is responsible for developing, implementing, and maintaining safety programs while ensuring compliance with federal, state, and local transportation and workplace safety regulations. This individual will work closely with operations management, drivers, plant personnel, mechanics, and field employees to reduce risk, improve compliance, and promote a safe work environment.
DOT Compliance
- Maintain compliance with all FMCSA regulations.
- Administer driver qualification files and ensure documentation is current.
- Monitor CDL requirements, medical certificates, MVRs, Drug & Alcohol Clearinghouse, DOT physicals, and Hours of Service compliance.
- Coordinate DOT drug and alcohol testing programs.
- Assist with accident investigations and DOT reporting.
- Conduct vehicle compliance audits and inspections.
- Maintain electronic driver records and compliance software.
Safety Program Administration
- Develop and maintain OSHA-compliant written safety programs.
- Conduct new hire safety orientation and annual refresher training.
- Schedule and document required safety certifications.
- Perform jobsite, plant, and fleet safety inspections.
- Track corrective actions to completion.
- Lead safety committee meetings.
- Assist in developing company safety policies and procedures.
Training & Employee Development
- Conduct training on OSHA standards, DOT regulations, defensive driving, Lockout/Tagout, PPE, Hazard Communication, Powered Industrial Trucks, Excavation Awareness, Fall Protection, and Emergency Response.
- Develop toolbox talks and monthly safety meetings.
- Maintain employee training records.
Incident Investigation
- Respond to workplace incidents.
- Conduct root cause investigations.
- Recommend corrective actions.
- Monitor injury trends.
- Prepare incident reports for management.
Compliance & Auditing
- Perform internal compliance audits.
- Prepare for OSHA, DOT, and regulatory inspections.
- Maintain safety documentation and records.
- Track corrective actions.
- Ensure compliance with company policies.
Fleet & Equipment Safety
- Monitor preventive maintenance compliance.
- Review Driver Vehicle Inspection Reports (DVIRs).
- Ensure vehicle safety equipment inspections are completed.
- Track fleet safety performance.
Qualifications Required
- Associate's degree or equivalent experience in Safety, Transportation, Occupational Health, or related field.
- 3 years of DOT or safety compliance experience.
- Working knowledge of OSHA, FMCSA, and DOT regulations.
- Strong organizational, documentation, and communication skills.
- Valid driver's license.
- Ability to travel between company locations.
Preferred
- OSHA 30 Certification
- CSP certification
- Experience in Ready-Mix Concrete, Construction, Mining, Energy, Heavy Equipment, or Aggregate Operations

Physical Requirements

- Ability to travel between facilities and jobsites.
