JOB SUMMARY
Leads the implementation of accounting and fiscal management processes for a mid-sized department/agency or specialized accounting functional/technical area. Performs professional accounting duties that contribute to fiscal and financial management of a large work unit in a centralized accounting operation.
STARTING SALARY : $27.19 hourly/$56,555.20 annually

REPRESENTATIVE DUTIES
Formulates, or participates in the formulation of accounting policies, systems, controls and procedures, and monitors their implementation; evaluates effectiveness of, and recommends changes of existing accounting and budgetary systems and controls.
Plans and supervises all accounting functions and activities including disbursements, budget development and analysis, revenue accounting, and preparation of statistical and/or fiscal reports; may manage related functions such as payroll, purchasing and inventory control.
Plans, organizes, directs, controls, and/or supervises assigned accounting and financial functions, programs, and systems to include training new employees, coaching employees and performing performance appraisals of assigned staff.
Prepares complex analysis and reports on accounting problems or projects.
Assists in the preparation of monthly, quarterly, and annual financial reports as well as ad hoc reports both for internal and external distribution.
Prepares, reviews and/or approves functional transactions and processes.
Creates or provides input on policies and procedures.
Reviews system issues and coordinates with Information Technology on testing and resolution.
Provides functional expertise in training, handling and resolving process and system concerns/issues related to functional area of responsibility.
Performs research to resolve accounting discrepancies or answer customer inquiries.
Provides advice and assistance to departments on a variety of accounting problems;
Provides consultation as a technical lead or manages subordinates on specific accounting functions;
Serves as liaison with outside departments and agencies for providing information, training, and problem solving. Provides formal training upon request.
Evaluates the performance of subordinate staff providing guidance, training and assistance as needed to ensure effective and timely completion of assignments.
Performs other duties as needed, including those performed by subordinate fiscal, financial, and/or clerical staff.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A combination of education, training and experience that would reasonably be expected to meet the job-specific competencies noted above.
Preference may be given based on level of experience in accounting, bookkeeping or financial record keeping and level of education (such as an associate or bachelor's degree in Accounting, Finance, Business Administration, information systems, or a business-related field). In addition, preference may also be given for any supervisory experience.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
As part of the consideration for this position, eligible candidates may be required to take an Accounting assessment test.
PHYSICAL DEMANDS
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects; may also require crouching, manual dexterity, hearing, kneeling, lifting, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
