Hill International is seeking a Quality Manager in Seattle, Washington

This role will support a major transit infrastructure program. This leadership role is responsible for developing, implementing, and overseeing design quality management processes to ensure all engineering and design deliverables meet project requirements, client expectations, contractual obligations, and applicable regulatory standards. Will work closely with project leadership, design managers, engineering teams, quality personnel, and stakeholders to maintain the highest standards of quality throughout the design lifecycle. This position plays a critical role in ensuring design deliverables are accurate, compliant, and delivered in accordance with established quality objectives.


  • Lead the implementation and management of the Design Quality Management Program for a large, complex transit project.
  • Plan, execute, and oversee quality reviews, inspections, and verification activities for engineering and design deliverables.
  • Ensure design documents, calculations, specifications, reports, and technical submissions conform to project requirements, quality standards, and contractual obligations.
  • Monitor compliance with applicable industry standards, regulatory requirements, and client-specific quality procedures.
  • Collaborate with project management and technical teams to identify, track, document, and resolve quality-related issues.
  • Establish quality metrics and reporting processes to monitor project performance and drive continuous improvement.
  • Review quality documentation, corrective actions, and non-conformance reports to ensure timely resolution.
  • Conduct quality audits and assessments of design processes and deliverables.
  • Support risk identification and mitigation efforts related to design quality and project execution.
  • Facilitate lessons learned and continuous improvement initiatives across project teams.
  • Coordinate with consultants, subcontractors, and client representatives to ensure consistent application of quality requirements.
  • Provide guidance and mentorship to project staff regarding quality management best practices.

  • Bachelor's degree in Engineering, Construction Management, Architecture, Quality Management, or a related discipline, or equivalent combination of education and experience.
  • Minimum of 10 years of experience serving as a Design Quality Manager, Design Project Manager, Lead Design Engineer, or a combination of these roles on projects of similar size, scope, and complexity.
  • Minimum of 3 years of direct experience as a Design Quality Manager on major infrastructure or transportation projects.
  • Demonstrated experience overseeing quality management activities for complex, multidisciplinary design programs.
  • Strong understanding of engineering design processes, design reviews, quality assurance, and quality control principles.
  • Experience developing and implementing quality management systems, procedures, and performance metrics.
  • Excellent communication, organizational, problem-solving, and leadership skills.
  • Ability to effectively collaborate with technical teams, project leadership, clients, and external stakeholders.

Preferred Qualifications

  • Experience supporting large transit, rail, light rail, commuter rail, or transportation infrastructure programs.
  • Six Sigma certification and/or demonstrated process improvement experience.
  • Certified Quality Engineer (CQE) preferred.
  • Certified Quality Auditor (CQA) preferred.
  • Familiarity with quality management standards such as ISO 9001.
  • Experience working in an owner's representative, program management, or design-build environment.
  • Knowledge of federal, state, and local transportation agency requirements.

The salary range for this position is $180,000-$200,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
