The primary responsibilities of the Procurement Specialist-Purchaser are to ensure compliance with purchasing policies and laws; support departmental purchasing and asset management activities; obtain quotes and negotiate pricing; coordinate procurement of Agency assets; and maintain procurement-related compliance and vendor documentation. This position will also ensure procurement and reporting requirements are met for grants and state and federal contracts. This position will perform complex purchasing and procurement work. This position does not possess independent authority to bind the Agency contractually unless specifically delegated in writing.
You will get to:
- Coordinate and facilitate Requests for Proposals/Quotations (RFP/RFQ) for the acquisition of goods and services, and analyze procurement responses and make award recommendations in accordance with Agency procurement policies.
- Assist in negotiation of purchasing terms and procurement-related agreements in coordination with Contracts Department leadership.
- Maintain an approved vendor list for all shared services / non-IT subscriptions across multiple departments (such as pest control, newspapers, maintenance vendors, etc.).
- Maintain relationships and reporting requirements with purchasing cooperatives.
- Serve as the Agency's point of contact on all small contracts and procurement agreements for goods and services to ensure all documentation is received, including insurance documentation, procurement requirements, and scope of work, before submission to Contracts.
- Assist with monitoring, modification, and development of processes to improve the Agency's policies and procedures related to purchasing and asset management.
- Maintain effective working relationships with departments and provide procurement support and guidance related to purchasing activities.
- Manage Agency-wide purchasing activities, including coordination with departments to assess asset and fleet needs in alignment with the Agency's long-range replacement plan. Assist with budgeting, procurement coordination, purchase order preparation, leasing activities, agenda documentation, and tracking of Agency asset purchases.
- Manage the agency-wide fixed asset program, including asset disposal, to ensure accurate accounting and compliance with applicable laws and Agency policies.
- Assist with Capital Improvement Project Tracking & CIP budgeting.
- Assist with annual audit, as applicable.
- Employees shall comply with all applicable conflict of interest, ethics, purchasing integrity, and disclosure requirements under Texas law and Agency policy.
- Ensure compliance with applicable federal procurement standards, HHSC requirements, and Historically Underutilized Business (HUB) participation requirements as applicable.
- Maintain confidentiality of procurement, vendor, financial, and protected information in accordance with applicable law and Agency policy.
- Maintain procurement records in accordance with Texas records retention requirements and Agency policy.
- Prepare regularly scheduled and ad hoc reports.
- Performs other duties as assigned.
You'll definitely need:
Preferred:
- A bachelor's degree in business, finance, accounting, public administration, or a related field with three years of experience
- Three to five years of purchasing, procurement coordination, or governmental contract administration experience.
Required:
- An associate's degree in business, finance, accounting, public administration, or a related field with five years of experience.
- Certified Texas Contract Developer certification, or the ability to obtain within 12 months of employment
- A valid Texas State Driver's License
- Current automobile insurance and the ability to travel when necessary.
