The Role
Designs and implements business processes to enable product research and development portfolio prioritization, resource allocation, and risk management. Designs related integrated process team activities and directs activities to ensure vertical and horizontal integration. Provides product portfolio analyses and reports to management committees for support of decision-making. Leads teams in strategy efforts, lifecycle management planning, and assessments of probability-of-success. Develops systems to support dynamic portfolio management. Serves a key role in portfolio evaluation process. Drives initiatives across functions and research and development units to create fully integrated strategies. Monitors and reports on portfolio status.
Candidates possess adept experience in interfacing with DoD CRAD (Contracted Research and Development) Industry customers/partners (ONR/Mantech/NSRP/MSTIC/NSTIC/NAVSEA/NSWC/ NUWC Divisions) to facilitate integration alignment with Division/Corporate strategies. Candidate also be intimately familiar with designing and implementing business processes to effectively enable product research and development portfolio prioritization, resource allocation, and risk management, while considering engineering design and ship construction processes for optimum vertical and horizontal integration of innovative solutions. This position will entail provision of product portfolio analyses and reports to management committees for support of strategic decision-making, while leading diverse teams in strategy efforts, supporting innovative lifecycle management planning, and assessments of probability-of-success. Candidate will be expected to drive initiatives across applicable engineering, design, quality and operations functions and research and development units to create fully integrated strategies, while monitoring and reporting on CRAD portfolio statuses. Candidate will support advanced technology concepts that facilitate enhanced shipbuilding practices/methodologies for new/in-service Navy mission assets, along with a general understanding of the diverse multitude of technical and support disciplines. This position requires a clear ability to lead and manage R&D projects that support the development of innovative technologies and solutions for shipbuilding and the augmentation of advanced Navy ship asset mission capabilities. Candidate must be capable of utilizing their background and expertise to support ongoing technical projects that emerge for the organization. These areas would include M&PE and/or IRAD (Division/Corporate) projects, Requests for Proposals (RFPs), and/or Requests for Information (RFIs). The Management responsibilities within the Research, Development, and Process Technology organization will include setting & managing to quality objectives & providing guidance to subordinates based on established company goals, objectives, and policy. The Manager will also collaborate on the Program Management responsibilities of the projects that they specifically support. For those projects, they will be responsible for coordinating the planning and project performance regarding cost, schedule, technical quality, and risk management for the related Work Breakdown Structure (WBS) elements of a large system development-type or technical services-type contract. Managerial responsibility for direct reports is expected. Support to the facilitation and verification of applicable organizational Command Media [procedure/work instruction/policy] updates for implementation as required to support the Division's QMS process. Additional common management responsibilities as listed in Shipbuilding Management Charter 0001 within command media (SBMC 0001) and applicants should review the Charter and policies and procedures before applying for position.
Must Have
Bachelors degree in a relevant discipline (or the equivalent in education, training and experience), plus a minimum of 8 years of applicable, progressive professional and/or supervisory work experience; Master's degree and 6 years relevant experience.
Nice to Have
Direct experience working with Independent Research, Development and Process Technology (RD&PT) activities. Desired candidate understands the process of technically facilitating contracts within Government or Industry partner realms for the RD&PT organization. Experience managing or executing Contracted Research and Development (CRAD) and Manufacturing and Production Engineering (M&PE) projects is strongly desired. 5 years experience with financial budget management execution in dollars, and strong cross organizational experience and relationship building skills to support project executions, transitions, and process implementations in a timely manner.
