Join the Higher Education Coordinating Commission’s Workforce Investments team as a Future Ready Oregon Project Director (PEM E). This position is budgeted through June 30, 2023 but is expected to last through June 30, 2027. This position also has the potential of becoming permanent.

About the Office
The Office of Workforce Investments (OWI) is responsible for convening partnerships in the workforce system, supporting the Oregon Workforce and Talent Development Board (WTDB) and Local Workforce Development Boards, and implementing the Governor's vision and the WTDB strategic plan. In close collaboration with its WorkSource Oregon partners, OWI administers the Workforce Innovation and Opportunity Act (WIOA) Youth, Adult, Dislocated Worker and Discretionary grants. OWI also administers several youth workforce programs, including the Oregon Youth Corps, Oregon Conservation Corps, and Oregon Youth Employment Program, and staffs those programs associated advisory committees. Finally, OWI supports OregonServes – the state’s official service commission – and is the administrative entity for Oregon’s state-based AmeriCorps programs.
What You Will Be Doing
The primary purpose of this position is to direct the HECC’s implementation of Future Ready Oregon (SB 1545), which is a $200 million investment in Oregon’s workforce system. This implementation requires the alignment, development, and implementation of policies, procedures, and programs across multiple HECC offices, state agencies and sectors. The position performs supervisory functions by interviewing, selecting and providing training for new staff; by approving or disapproving recommendations from subordinate staff on personnel actions; by evaluating subordinates' performance; by hearing and resolving employee grievances; and by determining the need for and initiating disciplinary action in order to ensure adequate and competent staffing for the office. This is a key position both in the agency and in the broader workforce system that works closely with and advises agency leadership, Governor’s Policy Advisors, and Legislators on workforce policy and strategy.
Duties Include
Supervise and Direct Staff:
State supervisory managers are expected to possess and model six (6) base competencies of: Communication, Innovative, Intentional Engagement, Mentoring & Developing People, Stewardship, and Business Acumen.
  • Provide direct supervision for office staff and ensures tools, learning, and equipment necessary for staff to perform their duties are available.
  • Meet regularly with staff to identify and provide needed support, plan and direct work, provide coaching and mentoring, and build team cohesion.
  • Interview and select new employees taking into consideration the agency’s affirmative action goals and objectives to increase the cultural diversity and inclusion.
  • Plan, assign and review work. Set clear work objectives, goals and expectations with staff.
  • Evaluate employee performance and encourage staff skill development.
  • Identify staff training needs and prepare training plans.
  • Coach, mentor and motivate staff.
  • Promote a positive attitude toward working safely and ensure immediate correction of unsafe work practices.
Future Ready Oregon Leadership
  • Provides leadership and direction for the HECC’s implementation of Future Ready Oregon.
  • Directs the establishment of Future Ready Oregon rules, policies, procedures, and priorities.
  • Oversees the development of and approves project plans for Future Ready Oregon.
  • Provides leadership for internal Future Ready Oregon workgroups and project teams.
  • Develops and determines project budgets and spending plans for Future Ready Oregon.
  • Oversees evaluation, monitoring and tracking of Future Ready Oregon project budgets, schedules, and performance.
Partnership, Engagement, and Representation
  • Develops and maintains working relationships with legislators and their staff on matter related to Future Ready Oregon programs.
  • Develops and maintains working relationships with state agency leaders, including leaders from the Bureau of Labor and Industries, Youth Development Division, Oregon Employment Department, Oregon Department of Human Services, and others, to ensure alignment of Future Ready Oregon funding, priorities and programs.
  • Works closely with the Governor’s Workforce Policy Advisor and Racial Justice Council staff to advance community engagement in Future Ready Oregon implementation.
  • Directs the establishment and operation of a Future Ready Oregon Technical Advisory, comprising representatives from CBOs, local workforce boards, education and training providers, labor unions, employers, and others.
  • Develops and delivers presentations on Future Ready Oregon to State Legislative Assembly, the Governor, Higher Education Coordinating Commission, Workforce and Talent Development Board, and others.
  • Represents the HECC on state and national workgroups on matters related to Future Ready Oregon.

Additionally, in state and occasional out of state travel may be required for mandatory training and meetings.
This is a full-time Management service position.

Minimum Qualifications (Required Skills)
Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

OR

Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation,
and d) budget preparation;
AND

45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

  • Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
