Background and Purpose:

The Comptroller of Maryland intends to acquire Business Analyst Services (“Services”) to support continuous improvement projects within the Unclaimed Property and Field Enforcement Divisions (“Divisions”) of the Comptroller of Maryland (“COM”).

• The Unclaimed Property division is responsible for the administration of the Maryland Uniform Disposition of Abandoned Property Act.
• It collects, audits, and distributes unclaimed property.
• The Field Enforcement Bureau is responsible for enforcing the state's revenue laws relating to motor fuels, business licenses and the sales and use tax for individuals and businesses.
• It processes license applications and renewals, inspects motor fuel transport and distribution, and tests the quality of motor fuel.

Project Goals:

• The goal for this project is to bring technical Business Analyst staff to work alongside current COM employees supporting continuous improvement projects within the Unclaimed Property and Field Enforcement Divisions (“Divisions”) of the Comptroller of Maryland (“COM”).

Responsibilities and Tasks: The Contractor will be responsible for identifying, prioritizing, executing, completing, and reporting on continuous improvement projects within each Division. These projects will aim to improve the efficiency, accuracy, and security of agency operations and may include:

• Developing documentation or training for existing business processes.
• Identifying and offering recommendations to remediate gaps in internal control.
• Developing or coordinating with technical support staff to develop or enhance tools or workflows within existing applications in the COM technology environment, including Excel, Sharepoint, PowerBI, ServiceNow, KAPS, and Revenue Premier.
• Reengineering business processes to improve efficiency, accuracy, cost, or employee satisfaction.
• Providing quality assurance testing or supporting the design and development of business processes which are migrating into new applications.

The Contractor is expected to divide their time as equally as possible between the two Divisions. At a minimum, the Contractor is required to complete two significant projects in each Division during the contract. These projects must include as deliverables the following:

• A written project proposal with measurable objectives or performance metrics.
• A comprehensive and highly-detailed standard operating procedure for the process(es) being reviewed.
• A close-out report reflecting additional recommendations, risks and opportunities, and an analysis of the project’s outcomes against its objectives or metrics.

Key Personnel Qualifications:

• At least 3 years’ experience working on projects involving analysis and documentation of business processes, development of standard operating procedures, or business process reengineering.
• Bachelor’s degree from an accredited four-year college or university, with a major in business administration or a related area of study.
• Current CBAP, PMI-PBA, CAPM or other relevant professional certification.

Preferred Qualifications:

• At least 3 years’ experience serving as a project manager or holding responsibility for the timely, efficient, and effective executive of complex tasks.
