GENERAL DESCRIPTION

 

Performs advanced specialized work for the procurement of services, supplies, materials, and equipment; duties include conducting value analysis and contract administration.; develops product and bid specifications and help identify potential vendors.

 

EXAMPLES OF WORK PERFORMED

 

Prepares, reviews and issues Requests for Proposals/Invitation to Bid

 

Maintains specifications, tabulations, and related files

 

Monitors and reviews bid documentation and contracts for required compliance

 

Reviews contract files and change orders for accuracy, required documentation for renewal and closeout

 

Assists in the professional, administrative and technical direction and management for the central purchasing, warehousing functions, operations, and activities of the District department

 

Assists in the development and implementation of procurement policies, practices, and procedures

 

Consults with other District department’s and/or governmental agencies on bid specifications, bidder’s lists, sources of supply, bid submissions

Performs other duties as assigned

 

EXPERIENCE AND EDUCATION

 

Three (3) years progressively procurement/warehousing of a variety of supplies and materials and equipment with two (2) years in public procurement

 

Graduation from an accredited four (4) year college or university with a major in Business Administration or related field

 

Two (2) years of experience may be substituted for one (1) year of education

 

 

CERTIFICATES, LICENSES AND REGISTRATION

 

Must have a current valid Texas motor vehicle operator’s license

 

Must be able to be insured by the District’s insurance carrier

 

 

KNOWLEDGE, SKILLS, AND ABILITIES

 

Knowledge and understanding of standard administrative management functions

 

Knowledge and understanding of business methods and markets

 

Knowledge and understanding of purchasing practices and laws relating to public and governmental purchasing

 

Basic knowledge and understanding of general construction

 

Basic knowledge and understanding of project management

 

Knowledge and understanding of standard office procedures, practices, and equipment, including software programs and web based and internet applications

 

Basic knowledge and understanding of engineering, architectural, accounting, and professional consulting services

 

Basic knowledge and understanding of accounting policies, procedures, and operations of computer system purchasing and accounting interfaces

 

Ability to understand and review contracts

 

Ability to conduct meetings with the public

 

Ability to recognize, analyze, and resolve problems

 

Ability to establish and maintain effective working relationships with associates, vendors, and the general public

 

Ability to express ideas clearly and concisely, both orally and in writing

 

Ability to research, gather, and report data concerning all aspects of purchasing information

 

Ability to prepare Requests for Proposal and Invitations to Bid; specifications; evaluations of bids, proposals, and of award protests; contracts and related documentation and purchase orders

 

Ability to establish and maintain effective working relationships with County officials and employees, vendors, trade associations, attorney, other interested parties, and general public

 

Ability to represent their department on procurement actions and activities

While performing the duties of this job, the employee is required to talk or hear. The employee frequently is required to stand. The employee is occasionally required to walk; sit; use hands to find, handle, or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop and kneel.

 

The employee must occasionally lift and/or move over twenty-five (25) pounds. Specific vision abilities required by this job include close vision, depth perception, and the ability to focus.

 

WORK ENVIRONMENT

The noise level in the work environment is usually moderate.

 

Exposed to prolonged viewing of a computer monitor and use of a keyboard.
