Position Summary:
The Environmental Services Executive (ESE) provides director-level leadership and operational oversight for all Environmental Services, Linen, and Logistics operations supporting the Madigan Army Medical Center (MAMC) contract. This position ensures compliance with the Performance Work Statement (PWS), applicable regulatory requirements, and organizational standards related to infection control, safety, and quality. The ESE is responsible for day-to-day management, performance outcomes, and continuous improvement of services delivered to MAMC and its associated clinics and facilities.
Essential Duties and Responsibilities:
- Direct all Environmental Services, Linen, and Logistics operations in accordance with the PWS, Joint Commission, CMS, OSHA, EPA, and all applicable local, state, and federal regulations.
- Ensure consistent service delivery standards across hospital and clinic facilities, including daily cleaning, isolation procedures, discharge and terminal cleaning, floor care, waste management, and specialty area support (e.g., OR, ER, IR, and training areas).
- Develop and maintain annual operating budgets, staffing plans, and cost-control measures while achieving performance and quality metrics established by both the government and the organization.
- Oversee hiring, training, performance evaluation, and professional development for all management and frontline staff to ensure compliance with contract labor requirements and applicable collective bargaining agreements.
- Coordinate service activities through the Task Order Contracting Officer’s Representative (TOCOR) as defined in the PWS.
- Lead safety, infection prevention, and readiness programs, including risk assessments, environmental surveillance, and compliance audits.
- Maintain a comprehensive Quality Control and Quality Assurance program, incorporating inspections, customer feedback, and corrective actions to ensure consistent compliance with the PWS.
- Develop and submit required deliverables such as staffing plans, Basis of Estimate (BOE), training documentation, safety reports, and monthly performance summaries.
- Implement sustainability initiatives consistent with Department of Defense (DoD) and Defense Health Agency (DHA) goals for waste reduction, recycling, and green cleaning.
- Represent the organization in meetings with government officials, auditors, and accrediting agencies.
- Serve as the local subject matter expert (SME) for Environmental Services at MAMC and collaborate on other organizational projects as requested.
Minimum Qualifications:
- Bachelor’s degree in Healthcare Administration, Business Management, Engineering, or a related field. Equivalent education and experience may be considered.
- Minimum of five (5) years of management experience within the last five (5) years in Environmental Services operations in a hospital or medical training facility of comparable size and complexity.
- Demonstrated knowledge of healthcare cleaning standards, infection prevention protocols, and federal contracting performance requirements.
- Proven ability to manage large-scale, multi-shift operations in a healthcare or federal contracting environment.
- Strong financial management, scheduling, and quality assurance background.
- Excellent written and verbal communication skills, including report preparation and presentation to senior officials.
Certification Requirements:
- Certified Healthcare Environmental Services Professional (CHESP), or
- Registered Environmental Services Executive (RESE), or Certified Executive in Environmental Services (CESE) issued by the International Executive Housekeepers Association (IEHA).
- Candidates who do not currently hold one of the above certifications may be considered, provided certification is obtained within a defined timeframe (typically six months) as a condition of continued employment.
Preferred Qualifications:
- Master’s degree in Healthcare Administration, Business, or a related field.
- Experience managing EVS operations within a federal healthcare or military medical training facility.
- Experience working under the AbilityOne Program and familiarity with SourceAmerica and related compliance requirements.
- Proven success with Lean, Six Sigma, or process improvement initiatives.
- Familiarity with Department of Defense (DoD) and Defense Health Agency (DHA) environmental, safety, and infection-control standards.
Working Conditions:
This position operates primarily within a hospital and medical training environment, including inpatient, outpatient, and administrative areas. Occasional travel to outlying clinics or meetings may be required. Participation in government inspections and audits is expected.
