The Program Manager (Strategic Initiatives & Capital Programs) coordinates the County’s Strategic Plan and provides enterprise-wide guidance to departmental Project Managers responsible for major initiatives and capital projects. This position does not directly supervise Project Managers but establishes governance standards, provides technical expertise, ensures consistency in project delivery, and promotes alignment with the Board of County Commissioners’ strategic priorities.
The position requires strong quantitative and analytical skills, as well as experience with construction and capital improvement projects, including scheduling, cost analysis, and risk management. The Program Manager ensures that strategic initiatives and capital programs are executed using standardized project management methodologies and measurable performance indicators.

- Strategic Plan Coordination
- Coordinates implementation and monitoring of the County Strategic Plan.
- Works with department directors to translate strategic goals into measurable objectives, action plans, and Key Performance Indicators (KPIs).
- Aligns strategic initiatives with capital improvement planning (CIP) and annual budget development.
- Facilitates strategic planning sessions and performance review meetings with leadership.
- Prepares executive summaries, dashboards, and reports for senior leadership and the Board of County Commissioners.
- Program & Project Governance
- Provides guidance and technical support to departmental Project Managers to ensure adherence to standardized project management methodologies.
- Develops and maintains project management policies, templates, reporting protocols, and governance standards consistent with industry best practices (PMI principles preferred).
- Reviews project scopes, cost estimates, schedules, and risk assessments for accuracy and completeness.
- Identifies project interdependencies and recommends adjustments to avoid delays or budget overruns.
- Promotes cross-departmental coordination on multi-phase or construction-related initiatives.
- Capital & Construction Program Support
- Assists in monitoring capital improvement and construction projects to ensure schedule compliance and budget adherence.
- Reviews construction timelines, cost projections, and financial performance reports.
- Conducts quantitative analysis related to project expenditures.
- Supports evaluation of contractor performance metrics and project delivery outcomes.
- Coordinates reporting related to infrastructure and facility projects.
- Quantitative Analysis & Performance Measurement
- Develops and tracks KPIs related to strategic initiatives and capital programs.
- Performs statistical and financial analysis, trend evaluations, and performance forecasting.
- Utilizes data visualization tools to present quantitative findings clearly to executive leadership and stakeholders.
- Manages data collection for community presentations, public inquiries, and transparency reporting.
- Training & Organizational Support
- Provides coaching and mentoring to Project Managers and department staff on project management best practices.
- Assists in developing internal training programs related to project management, construction oversight, and strategic planning.
- Promotes continuous improvement and data-driven decision-making across County operations.
- Performs other related management and administrative duties as assigned.

- Bachelor’s degree in Public Administration, Business Administration, or related field.
- Five (5) years of progressively responsible experience in program or project management, including experience with construction or capital improvement projects.
- Demonstrated experience in quantitative analysis, budget forecasting, and performance measurement.
- Government or public sector experience preferred.
Licenses, Certifications, or Registrations
- Project Management Professional (PMP), preferred.
- Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier.
