Responsible for overseeing the daily activities performed by the Waterways Maintenance Technicians.  Activities shall include skilled technical work above and below the water relating to facilities, aids to navigation, waterways maintained by the Natural Resources Department, and aquatic resource management projects are completed as assigned, safely, efficiently, and with the quality expected of the manager.  Able to operate all equipment required of a Maintenance Technician. Works in harmony with other trades persons, and supervisory personnel.  May be required to perform tasks involving heavy labor as needed.The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements.   Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. 
  • Coordinates all field activities of the crew assigned, to include but not limited to conducting safety meetings on site with crews assigned, communicating with the manager as needed to support crews’ efforts, communicating, and resolving field conflicts, and ensuring all job site paperwork is completed timely and accurately for daily work assignments.
  • Monitors employee work time and reports daily to the Natural Resources Manager regarding project status, material and equipment needs, problems and suggested solutions.
  • Direct and supervises crew personnel and equipment at field sites.
  • Assists in the review, training, and evaluation of personnel.
Operates and maintains basic marine construction equipment including boats, barges, winches, small cranes, drills, hammers, welding equipment, and other portable construction equipment.
  • Occasionally operates gasoline or other powered machinery such as cement mixers, air compressors, chain saws, and air blowers, and equipment required of a Maintenance Technician.
Performs open water dives in support of inspection and removal of navigational hazards.    
  • Supervises and administers the repairs and construction of common aids to navigation, lighted aids to navigation, aquatic and marine structures including but not limited to piers, docks, sea walls, boat ramps, shore pilings, and minor repairs to boats and associated equipment on inventory.
  • Supervises the removal of hazards to navigational boat channels, rivers, and open water areas from limbs, trees, and debris in a manner consistent with acceptable safety, environmental, and marine standards.   
  • May perform “on-call’ duties at any time of the day or night as required for emergency response.
  • Maintains both written and digital boat and equipment maintenance logs, equipment checklists, dive logs, stock inventories of navigation aids, and maintains records on permits for aids to navigation with the USCG, FFWCC, and USACE.
  • Reviews all work performed by crew and directs any changes necessary to obtain the required quality of work or the desired product.  Mentors and instructs crew members on work methodology and procedure.  Communicates effectively with manager to ensure problems are resolved on a timely basis. 
Regular attendance.

Emergency Response 
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications
  • Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
  • Minimum of five (5) years’ experience in marine construction or related activities, three (3) years’ experience in the safe operation of marine maintenance and construction equipment, and three (3) years’ experience in a supervisory experience.

Licenses, Certifications, or Registrations
  • Must possess and maintain Open Water Dive certification and demonstrate an active verified dive log.
  • Advanced Open Water Diver certification preferred
  • First Aid/CPR certification
  • USCG “Safe Boating” certificate
  • Merchant Mariner Credential (OUPV minimum) or obtain these certifications within 2 years of employment, promotion, or request by County.
  • Must possess and maintain a valid Florida Driver’s license Class E and be insurable by the County’s insurance carrier.
  • Must possess or be able to obtain within 180 days of employment, certification in NIMS/Incident Command Courses IS100PWb, IS200, and IS700.

A combination of education, training and experience may be substituted at the County's discretion.

Required Competencies
  • Ability to organize, lead, and supervise a crew or staff team.
  • Knowledge and ability to construct and repair dock and marine structures to include but not limited to docks, buoys and navigational aids, anchors of all types, chain and rigging, and small boat and equipment repair.
  • Knowledge of methods, practices, techniques, and ability to perform marine repairs including but not limited to rigging, welding, metal and fiberglass repairs, marine painting, and marine electronic repairs.
  • Knowledge and ability to safely operate and navigate vessels up to 32 feet in the performance of work, to include but not limited to power boats, barges, rafts, airboats, and floating docks with knowledge of navigation rules, safety procedures, and knowledge in operating GPS navigation devices. Ability to trailer vessels up to 32 feet.
  • Knowledge and ability to perform underwater inspections and repair and maintenance using diving gear and SCUBA equipment.
  • Ability to work independently to solve problems using logical and sound judgement and develop and present solutions to Manager.
  • Ability to work effectively in a team situation with one or more individuals in strenuous field situations and demonstrate ability to establish and maintain effective working relationships in both close-quarters field working and an office environment.
  • Ability to perform minor maintenance, repairs and adjustments to equipment and the ability to document and communicate problems on an assignment.  
  • Ability to understand and follow written and oral instructions from supervisors or other competent authorities.  
  • Ability to interact with co-workers, supervisors and the public in a professional and courteous manner.
Physical Demands
  • Heavy and moderate lifting and carrying {up to 100 lbs.), acceptable eyesight {with or without corrective lenses), walking, standing, kneeling, bending, stooping, driving, equipment operation, eye, hand, and foot coordination.
  • Must be able to participate in heavy physical exertion while swimming or diving.
Environmental Conditions
  • Works outdoors in various weather conditions with potential exposure to dust, dirt, noise, heavy rains and wind, and vibration.
Equipment Used
  • Tablets and laptops, Trimble GPS, boats and navigation GPS systems, drill rigs for pile placement, barge with drill rig, cranes and davits, marine safety gear, diving equipment, cement mixers, tractors, forklifts, construction tools, welding tools, and associated safety equipment.
